BILL NUMBER: S1437 SPONSOR: RIVERA TITLE OF BILL: An act to amend the public housing law, in relation to requiring the division of housing and community renewal to establish a publicly acces- sible online database of building-wide major capital improvements PURPOSE: This bill requires the Division of Housing and Community Renewal (DHCR) to publish a database of major capital improvements (MCIs) on its website. SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends the Public Housing Law, as it relates to the Division of Housing, by adding a new section 19-b, to require the DHCR to publish an online database for all MCI applications in cities with a population of one million or more that includes the cost, make, and model, where the item was purchased, name of company or individual installing the

RIVERA, JACKSON -- read twice and ordered printed, and when printed to be committed to the Committee on Housing, Construction and Community Development AN ACT to amend the public housing law, in relation to requiring the division of housing and community renewal to establish a publicly accessible online database of building-wide major capital improvements THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public housing law is amended by adding a new section 19-b to read as follows: § 19-B. MAJOR CAPITAL IMPROVEMENT DATABASE. THE COMMISSIONER SHALL PUBLISH ON THE DIVISION WEBSITE A DATABASE OF BUILDING-WIDE MAJOR CAPI- TAL IMPROVEMENTS PURSUANT TO THE EMERGENCY TENANT PROTECTION ACT OF NINETEEN SEVENTY-FOUR, THE RENT STABILIZATION LAW OF NINETEEN SIXTY- NINE, THE EMERGENCY HOUSING RENT CONTROL LAW, AND THE LOCAL EMERGENCY HOUSING RENT CONTROL ACT INSTALLED BY ANY LANDLORD IN EVERY CITY WITH A POPULATION OF MORE THAN ONE MILLION INHABITANTS. SUCH DATABASE SHALL INCLUDE, BUT NOT BE LIMITED TO, AN ENTRY THAT DESCRIBES THE ITEM OR REPAIR, INCLUDING: 1. THE COST; 2. MAKE AND MODEL; 3. WHERE THE ITEM WAS PURCHASED; 4. THE NAME OF COMPANY OR INDIVIDUAL CONDUCTING THE INSTALLATION; AND 5. THE INSTALLATION COST. § 2. This act shall take effect immediately.
