BILL NUMBER: S1668 SPONSOR: HARCKHAM TITLE OF BILL: An act to amend the public authorities law, in relation to authorizing the New York state energy research and development authority to adminis- ter a program to provide grants related to switching residences to elec- tric heat pumps PURPOSE: Authorizes NYSERDA to establish and implement a Delivered Fuels Replace- ment Program to provide grants, loans and other support for residential homes to transition from delivered fuels heating to efficient electric heat pumps. HARCKHAM, KRUEGER -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Tele- communications AN ACT to amend the public authorities law, in relation to authorizing the New York state energy research and development authority to admin- ister a program to provide grants related to switching residences to electric heat pumps THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1854 of the public authorities law is amended by adding a new subdivision 27 to read as follows: 27. TO ADMINISTER A PROGRAM, USING FUNDS PROVIDED FOR SUCH PURPOSE, TO PROVIDE GRANTS OR LOANS BASED ON STANDARDS AND GUIDELINES ESTABLISHED BY THE AUTHORITY, FOR THE COSTS RELATED TO ENABLING SWITCHING RESIDENCES WITH PROPANE OR FUEL-OIL HEATING SYSTEMS TO EFFICIENT ELECTRIC HEAT PUMPS, INCLUDING ENERGY EFFICIENCY MEASURES. § 2.
