 Introduced  by  Sens.  SKOUFIS,  ASHBY,  JACKSON, WEBB -- read twice and
   ordered printed, and when printed to be committed to the Committee  on
   Local Government
 
 AN  ACT  to  amend  the  general  municipal law, in relation to allowing
   industrial development agencies to make grants to  municipalities  for
   open  space preservation, parkland improvements and conservation ease-
   ments
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subdivisions 16 and 17 of section 858 of the general munic-
 ipal law, as added by chapter 1030 of the laws of 1969 and as renumbered
 by chapter 356 of the laws of 1993, are amended to read as follows:
   (16) To establish and re-establish its fiscal year; [and]
   (17)  TO  MAKE GRANTS TO THE MUNICIPALITY FOR WHOSE BENEFIT THE AGENCY
 WAS ESTABLISHED FOR THE PURPOSE OF  OPEN  SPACE  PRESERVATION,  PARKLAND
 IMPROVEMENTS  AND CONSERVATION EASEMENTS PROVIDED THE GOVERNING BOARD OF
 SUCH MUNICIPALITY SHALL ACCEPT THE SAME AND FIND THAT THE  SAME  ENCOUR-
 AGES  TOURISM  OR OTHERWISE IMPROVES THE QUALITY OF LIFE IN SUCH MUNICI-
 PALITY; AND
   (18) To do all  things  necessary  or  convenient  to  carry  out  its
 purposes and exercise the powers expressly given in this title.
   § 2. This act shall take effect immediately.
