BILL NUMBER: S2071 SPONSOR: SCARCELLA-SPANTON TITLE OF BILL: An act to amend the labor law and the veterans' services law, in relation to requiring the department of labor to create and maintain a list of available careers and job listings in the state for veterans SUMMARY OF PROVISIONS: Section 1. Amends labor law by adding a new section that adds language describing "veteran" status within the context of the bill and author- izes the commissioner to create and maintain a list of available careers and job listings in New York State. Such a list shall be conspicuously placed on the Department of Veterans' Services website. Section 2. Amends veterans' services law to direct veterans' services to create a resource, particularly an online portal, which provides employ- ment listings and available careers for veterans. JUSTIFICATION:

SCARCELLA-SPANTON -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Home- land Security and Military Affairs AN ACT to amend the labor law and the veterans' services law, in relation to requiring the department of labor to create and maintain a list of available careers and job listings in the state for veterans THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The labor law is amended by adding a new section 45 to read as follows: § 45. CAREER AND JOB OPPORTUNITIES FOR VETERANS. 1. FOR THE PURPOSES OF THIS SECTION, "VETERAN" SHALL HAVE THE SAME MEANING AS SUCH TERM IS DEFINED IN SECTION THIRTY-TWO OF THE VETERANS' SERVICES LAW. 2. THE COMMISSIONER SHALL CREATE AND MAINTAIN A LIST OF AVAILABLE CAREERS AND JOB LISTINGS IN THE STATE OF NEW YORK FOR VETERANS. THE COMMISSIONER SHALL PROVIDE SUCH LIST TO THE DEPARTMENT OF VETERANS' SERVICES AND SHALL UPDATE SUCH LIST AS NECESSARY TO ENSURE SUCH CAREER AND JOB LISTINGS ARE CURRENT. SUCH LIST SHALL BE CONSPICUOUSLY PLACED ON THE DEPARTMENT OF VETERANS' SERVICES WEBSITE. § 2. Subdivision 13 of section 4 of the veterans' services law, is amended to read as follows: 13. To provide information regarding resources that are available to assist veterans in obtaining employment by maintaining a veterans' employment portal on the department's internet website. Such portal shall provide virtual links to appropriate governmental programs on the federal and state level, including, but not limited to the United States department of labor and the New York state department of labor WHICH SHALL PROVIDE THE DEPARTMENT A LIST OF AVAILABLE CAREER AND JOB LISTINGS FOR VETERANS IN ACCORDANCE WITH THE PROVISIONS OF SECTION FORTY-FIVE OF THE LABOR LAW. The department may consult with members of the community devoted to helping veterans obtain employment.
