BILL NUMBER: S2240 SPONSOR: CLEARE TITLE OF BILL: An act to amend the judiciary law, in relation to removing the lifetime ban on jury duty for convicted felons; and to repeal certain provisions of such law related thereto PURPOSE: To remove the lifetime ban on jury duty for people convicted of felonies who have completed any term of incarceration. SUMMARY OF PROVISIONS: Section 1 states that subdivision 3 of section 510 of the Judiciary law shall be amended to change a qualification for jury duty, namely chang- ing it from a categorical prohibition on people with felony convictions serving on juries to permit people with felony convictions to serve on a jury if they have completed any term of incarceration.

RYAN, SALAZAR, SANDERS, SEPULVEDA, SERRANO -- read twice and ordered printed, and when printed to be committed to the Committee on Judiciary AN ACT to amend the judiciary law, in relation to removing the lifetime ban on jury duty for convicted felons; and to repeal certain provisions of such law related thereto THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 3 of section 510 of the judiciary law is REPEALED. § 2. Section 517 of the judiciary law is amended by adding a new subdivision (d) to read as follows: (D) THE JURY SERVICE OF ANY PERSON SERVING A TERM OF INCARCERATION FOR A FELONY CONVICTION SHALL BE POSTPONED WHILE THE PERSON IS INCARCERATED FOR SUCH FELONY. § 3.
