TITLE OF BILL:

An act making an appropriation for the purpose of establishing and
expanding training programs for direct support professionals at boards
of cooperative educational services

 
PURPOSE:

Relates to making an appropriation for the purpose of establishing and
expanding training programs for direct support professionals at boards
of cooperative educational services.

 
SUMMARY OF PROVISIONS:

§ 1. The sum of five million five hundred and fifty thousand dollars
($5,550,000) is hereby appropriated to the state education department
out of any moneys in the state treasury in the general fund to the cred-
it of the local assistance account, not otherwise appropriated, and made
immediately available, for the purpose of establishing and expanding
              

training programs for direct support professionals at boards of cooper-
ative educational services. Such moneys shall be payable on the audit
and warrant of the comptroller on vouchers certified or approved by the
commissioner of the state education department in the manner prescribed
by law.

 
JUSTIFICATION:

Even prior to the COVID-19 pandemic, staffing issues have been common-
place for nonprofits that care for individuals with autism, serious
brain injury, cerebral palsy, Down syndrome and other developmental
disabilities in our state.

These agencies regularly face an enormous amount of pressure to recruit
and retain qualified employees.

This legislation will enable BOCES to train workforce-ready personnel
and help expand the field of qualified professionals to provide compas-
sionate care to some of New York's most vulnerable populations.
