BILL NUMBER: S2588 SPONSOR: MAYER TITLE OF BILL: An act to amend the education law, in relation to providing site mapping for emergency response data relating to school safety plans PURPOSE: To require school safety plans to include more detailed mapping informa- tion. SUMMARY OF PROVISIONS: Section one amends section 2801-a of the education law to require school safety plans to include site mapping for emergency response data and provide guidelines for the creation and sharing of such digitized maps with law enforcement. Section two amends section 2801-a of the education law by adding subdi- vision 11 which defines site mapping for emergency response. Section three amends section 3602 of the education law to make costs associated with furnishing site mapping for emergency response data

MAYER, ADDABBO, CLEARE, FERNANDEZ, GALLIVAN, GOUNARDES, MARTINEZ, MYRIE, SKOUFIS, WEBER -- read twice and ordered printed, and when printed to be committed to the Committee on Educa- tion AN ACT to amend the education law, in relation to providing site mapping for emergency response data relating to school safety plans THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The opening paragraph and paragraph c of subdivision 3 of section 2801-a of the education law, as amended by section 1 of part B of chapter 54 of the laws of 2016, are amended to read as follows: A building level emergency response plan, developed by the building- level emergency response team defined in subdivision four of this section, shall be kept confidential, including but not limited to the [floor plans, blueprints, schematics or other maps of the school interi- or, school grounds and road maps of the immediate surrounding area,] SITE MAPPING FOR EMERGENCY RESPONSE DESCRIBED IN PARAGRAPH C OF THIS SUBDIVISION and shall not be disclosed except to authorized department or school staff, and law enforcement officers, and shall include the following elements: c. SITE MAPPING FOR EMERGENCY RESPONSE, INCLUDING floor plans, blue- prints, schematics or other maps of the school interior, school grounds and road maps of the immediate surrounding area. SUCH SITE MAPS SHALL BE PROVIDED IN A FORMAT COMPATIBLE WITH SOFTWARE PLATFORMS USED BY LOCAL, STATE, COUNTY, AND FEDERAL LAW ENFORCEMENT AGENCIES THAT PROVIDE EMER- GENCY SERVICES TO THE SPECIFIC SCHOOL FOR WHICH THE DATA IS PROVIDED WITHOUT REQUIRING LAW ENFORCEMENT AGENCIES TO PURCHASE ADDITIONAL SOFT- WARE OR REQUIRING THE INTEGRATION OF THIRD-PARTY SOFTWARE TO VIEW THE DATA, AND COMPATIBLE WITH SECURITY SOFTWARE PLATFORMS IN USE BY THE SPECIFIC SCHOOL FOR WHICH THE DATA IS PROVIDED WITHOUT REQUIRING SUCH SCHOOL AND LAW ENFORCEMENT AGENCIES TO PURCHASE ADDITIONAL SOFTWARE OR EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
