BILL NUMBER: S2616 SPONSOR: ADDABBO TITLE OF BILL: An act to amend the racing, pari-mutuel wagering and breeding law, in relation to allowing season-long proposition bets and future award winners as authorized bets PURPOSE OR GENERAL IDEA OF BILL: To allow season-long proposition bets and future award winners bets to be considered an authorized sports wager. SUMMARY OF PROVISIONS: Section 1 of this bill amends paragraph X of subdivision 1 of section 1367 of the /acing, pari-mutuel wagering, and breeding law. Section 2 of this bill provides the effective date.

S T A T E O F N E W Y O R K ________________________________________________________________________ 2616 2025-2026 Regular Sessions I N S E N A T E January 21, 2025 ___________ Introduced by Sen. ADDABBO -- read twice and ordered printed, and when printed to be committed to the Committee on Racing, Gaming and Wager- ing AN ACT to amend the racing, pari-mutuel wagering and breeding law, in relation to allowing season-long proposition bets and future award winners as authorized bets THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (x) of subdivision 1 of section 1367 of the racing, pari-mutuel wagering and breeding law, as amended by section 3 of part Y of chapter 59 of the laws of 2021, is amended to read as follows: (x) "Sports wagering" means wagering on sporting events or any portion thereof, or on the individual performance statistics of athletes partic- ipating in a sporting event, [or] combination of sporting events, OR ANNUAL AWARDS OR HONORS FOR AN INDIVIDUAL ATHLETE OR TEAM PERFORMANCE DURING OR THROUGHOUT A SEASON, by any system or method of wagering, including, but not limited to, in-person communication and electronic communication through internet websites accessed via a mobile device or computer, and mobile device applications; provided however that sports wagers shall include, but are not limited to, single-game bets, teaser bets, parlays, over-under bets, money line, pools, in-game wagering, in-play bets, IN-GAME AND SEASON-LONG proposition bets, and straight bets; PROVIDED HOWEVER, THAT SUCH IN-GAME AND SEASON-LONG PROPOSITION BETS SHALL BE LIMITED TO THOSE WAGERS THAT THE COMMISSION DETERMINES NOT TO BE AT RISK OF UNDUE INTERFERENCE, INSIDER TRADING OF INFORMATION, OR OTHER ISSUES THAT COULD COMPROMISE THE INTEGRITY AND FAIRNESS OF THE SPORTS WAGERING PROGRAM; AND PROVIDED FURTHER, THAT COIN TOSS BETS THAT AFFECT THE GAMEPLAY OF AN EVENT SHALL BE PERMITTED AT ALL SPORTING EVENTS UNLESS PROHIBITED BY THE COMMISSION FOR REASONS RELATED TO THE INTEGRITY AND FAIRNESS OF THE SPORTS WAGERING PROGRAM; § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
