TITLE OF BILL:

An act to amend the public housing law, in relation to requiring the
commissioner of housing and community renewal to develop a common appli-
cation and web portal for certain funding, tax credits, loans, and
grants for housing development

 
PURPOSE:

To streamline the housing assistance application process through the
creation of a shared web portal

 
SUMMARY OF SPECIFIC PROVISIONS:

Section 1 establishes that the commissioner will create a common appli-
cation for housing assistance in collaboration with other state agencies
the commissioner deems necessary

Section 2 establishes the effective date of the bill

 
JUSTIFICATION:

This bill directs the creation of a common application, developed by the
Commissioner of the Division of Homes and Community Renewal in collab-
oration with state agencies administering housing assistance programs.
The system will unify the application process, saving resources for
organizations building affordable housing. This common application will
be used by all state agencies who administer housing funds, allowing
applicants to complete and submit their applications online through a
dedicated web portal.

The process for applying for funding to build affordable housing often
involves redundant entry of biographical information for each applica-
tion, in many cases requiring separate applications to different agen-
cies for the same housing development. This bill seeks to alleviate this
burden by establishing a centralized Housing Assistance Application and
Web Portal that will reduce the amount of time and resources needed for
applicants building affordable housing.

 AN  ACT  to  amend  the public housing law, in relation to requiring the
   commissioner of housing and community  renewal  to  develop  a  common
   application  and  web  portal for certain funding, tax credits, loans,
   and grants for housing development
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The public housing law is amended by adding a new section
 14-a to read as follows:
   § 14-A. HOUSING ASSISTANCE APPLICATION AND WEB PORTAL. 1. THE  COMMIS-
 SIONER, IN CONSULTATION WITH ANY OTHER STATE AGENCY THAT THE COMMISSION-
 ER DEEMS NECESSARY, SHALL CAUSE TO BE DEVELOPED A COMMON APPLICATION AND
 WEB  PORTAL  WITH  WHICH  A  BUSINESS  OR ORGANIZATION MAY APPLY FOR AND
 MANAGE ANY FUNDING, TAX CREDIT, LOAN, OR GRANT FOR  HOUSING  DEVELOPMENT
 THAT SUCH BUSINESS OR ORGANIZATION IS ENTITLED TO RECEIVE UNDER THE LAWS
 OF  THE  STATE, AND THAT IS CAPABLE OF MEETING ALL OTHER REQUIREMENTS OF
 THIS SECTION.
   2. (A) THE COMMON APPLICATION DEVELOPED PURSUANT TO THIS SECTION SHALL
 BE MADE AVAILABLE TO A BUSINESS OR  ORGANIZATION  UPON  REQUEST  FROM  A
 STATE  AGENCY  THAT  GRANTS  FUNDING,  TAX CREDITS, LOANS, OR GRANTS FOR
 HOUSING DEVELOPMENT.  SUCH APPLICATION SHALL ALSO BE  CAPABLE  OF  BEING
 COMPLETED AND SUBMITTED BY AN APPLICANT ON THE WEB PORTAL CREATED PURSU-
 ANT TO THIS SECTION.
   (B)  THE  WEB PORTAL REQUIRED TO BE DEVELOPED PURSUANT TO THIS SECTION
 SHALL BE ACCESSIBLE BY ANY STATE AGENCY REQUIRED TO ADMINISTER ANY FUND-
 ING, TAX CREDIT, LOAN, OR GRANT FOR HOUSING DEVELOPMENT REQUIRED OF SUCH
 STATE AGENCY UNDER THE LAWS OF THE STATE,  AND  ANY  SUCH  FUNDING,  TAX
 CREDIT,  LOAN, OR GRANT FOR HOUSING DEVELOPMENT SHALL BE MADE CAPABLE OF
 ADMINISTRATION THROUGH SUCH WEB PORTAL.

   (C) UPON DEVELOPMENT OF THE WEB PORTAL BY THE COMMISSIONER, ANY  STATE
 AGENCY  REQUIRED  TO  ADMINISTER ANY FUNDING, TAX CREDIT, LOAN, OR GRANT
 FOR HOUSING DEVELOPMENT UNDER THE LAWS OF THE  STATE  SHALL  UPLOAD  ANY
 INCORPORATING  DOCUMENTS, BYLAWS, OR ANY OTHER RELEVANT INFORMATION THAT
 SUCH  STATE  AGENCY DEEMS HELPFUL TO BUSINESS OR ORGANIZATION USING SUCH
 WEB PORTAL.
   3. THE PROVISIONS OF THIS SECTION SHALL APPLY ONLY TO STATEWIDE  FUND-
 ING,  TAX  CREDITS,  LOANS,  OR GRANTS FOR HOUSING DEVELOPMENT WHERE THE
 BUSINESS OR ORGANIZATION SUBMITS AN APPLICATION TO A STATE  AGENCY,  AND
 SHALL  NOT  INCLUDE  ANY  LOCALLY  MANAGED FUNDING, TAX CREDIT, LOAN, OR
 GRANT FOR HOUSING DEVELOPMENT WHERE THE BUSINESS OR ORGANIZATION SUBMITS
 AN APPLICATION TO A DESIGNATED LOCAL ENTITY OR  WHERE  THE  BUSINESS  OR
 ORGANIZATION SUBMITS AN APPLICATION TO A NOT-FOR-PROFIT CORPORATION.
   4. THE COMMISSIONER SHALL HAVE THE AUTHORITY TO OBTAIN ANY INFORMATION
 THE  COMMISSIONER SHALL DEEM NECESSARY TO FULFILL THE PROVISIONS OF THIS
 SECTION FROM ANY STATE AGENCY.
   5. FOR THE PURPOSES OF THIS SECTION, THE  TERM  "STATE  AGENCY"  SHALL
 MEAN ANY STATE AGENCY, DEPARTMENT, COMMISSION, DIVISION, OFFICE, BUREAU,
 OR SUBDIVISION THEREOF.
   § 2. This act shall take effect on the one hundred eightieth day after
 it shall have become a law.
