BILL NUMBER: S3336 SPONSOR: COONEY TITLE OF BILL: An act to amend the general municipal law, in relation to contracts for school food services; and providing for the repeal of such provisions upon expiration thereof SUMMARY OF PROVISIONS: Section 1. Amends Section 103 of the general municipal law. Section 2. Effective date. JUSTIFICATION: New York State is currently the only remaining state in the country that requires school districts to procure school food service on a low-bid basis. Other states have moved to a model where price is the primary factor but not the only factor. This allows for the school district to be able to include other aspects of the bid that they view as important
