BILL NUMBER: S3551 SPONSOR: BORRELLO TITLE OF BILL: An act establishing the study commission on preventing snow emergencies; and providing for the repeal of such provisions upon the expiration thereof PURPOSE: The bill establishes the study commission on preventing snow emergen- cies. SUMMARY OF PROVISIONS: Section 1. There is hereby established the Study Commission on Prevent- ing Snow Emergencies. The purpose of the study commission is to evaluate the impact of grid electrification on the safety and reliability of heating systems in snowstorms that cause power outages, and to develop strategies and best practices to maximize grid reliability and resilien- cy during extreme winter weather events.

BORRELLO -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT establishing the study commission on preventing snow emergencies; and providing for the repeal of such provisions upon the expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. There is hereby established the study commission on preventing snow emergencies, hereinafter referred to as the "study commission". The purpose of the study commission is to evaluate the impact of grid electrification on the safety and reliability of heating systems in snowstorms that cause power outages, and to develop strate- gies and best practices to maximize grid reliability and resiliency during extreme winter weather events. § 2. The study commission shall consist of fifteen members as follows: 1. the chair of the public service commission, or such chair's desig- nee; 2. one member to be appointed by the governor; 3. one member to be appointed by the speaker of the assembly; 4. one member to be appointed by the minority leader of the assembly; 5. one member to be appointed by the temporary president of the senate; 6. one member to be appointed by the minority leader of the senate; 7. the chair of the senate energy and telecommunications committee; 8. the ranking minority member of the senate energy and telecommuni- cations committee; 9. the chair of the assembly energy committee; 10. the ranking minority member of the assembly energy committee; 11. three members to be appointed each by the three largest utility companies servicing Western New York; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
