BILL NUMBER: S3576 SPONSOR: CLEARE TITLE OF BILL: An act to amend the public health law, in relation to the statewide fibroid study program; and to amend the state finance law, in relation to establishing the statewide fibroid study program fund PURPOSE OR GENERAL IDEA OF BILL: This bill would add both a fibroid study program within DOH and a fund to direct resources to the program and its related activities. S T A T E O F N E W Y O R K ________________________________________________________________________ 3576 2025-2026 Regular Sessions I N S E N A T E January 28, 2025 ___________ Introduced by Sens. CLEARE, WEBB -- read twice and ordered printed, and when printed to be committed to the Committee on Women's Issues AN ACT to amend the public health law, in relation to the statewide fibroid study program; and to amend the state finance law, in relation to establishing the statewide fibroid study program fund THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public health law is amended by adding a new section 267-c to read as follows: § 267-C. STATEWIDE FIBROID STUDY PROGRAM. 1. THE COMMISSIONER SHALL ESTABLISH WITHIN THE DEPARTMENT A STATEWIDE FIBROID STUDY PROGRAM THROUGH WHICH THE DEPARTMENT WILL STUDY AND EVALUATE THE OCCURRENCE OF FIBROIDS AND THE ALLEVIATION OF PAIN CAUSED BY THESE TUMORS. THIS PROGRAM SHALL: (A) EXAMINE AND EVALUATE CURRENT RESEARCH AND PROGRESS IN THE STUDY OF FIBROIDS; (B) EXAMINE AND EVALUATE CURRENT TREATMENT METHODS FOR FIBROIDS; (C) IDENTIFY POTENTIAL BARRIERS TO ACCESS TO TREATMENT FOR FIBROIDS; (D) EXAMINE THE SYMPTOMS AND EFFECTS OF FIBROIDS ON WOMEN OF COLOR; (E) IDENTIFY ANY POTENTIAL BARRIERS TO ACCESS TO TREATMENT FOR FIBROIDS, IN ADDITION TO BARRIERS IDENTIFIED PURSUANT TO PARAGRAPH (H) OF THIS SUBDIVISION, FOR WOMEN OF COLOR; (F) MAKE RECOMMENDATIONS AS THE DEVELOPMENT OF TREATMENT METHODS FOR FIBROIDS; (G) MAKE RECOMMENDATIONS TO REMOVE ANY POTENTIAL BARRIERS TO ACCESS TO TREATMENT OF FIBROIDS; AND (H) MAKE RECOMMENDATIONS TO REMOVE ANY POTENTIAL BARRIERS TO ACCESS TO TREATMENT OF FIBROIDS SPECIFIC TO POTENTIAL BARRIERS TO ACCESS TO TREAT- MENT FACED BY WOMEN OF COLOR. 2. ANY ENTITY DEDICATED TO THE ADVANCEMENT OF REPRODUCTIVE HEALTH SHALL BE ELIGIBLE TO SUBMIT APPLICATIONS TO RECEIVE FUNDS FROM THE EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
