BILL NUMBER: S3663 SPONSOR: HOYLMAN-SIGAL TITLE OF BILL: An act in relation to the electrification of the Manhattan Cruise Termi- nal; and providing for the repeal of such provisions upon expiration thereof PURPOSE: To authorize and direct relevant New York agencies, authorities, and corporations to commence the electrification of the Manhattan Cruise Terminal for the purposes of providing shore power to all vessels dock- ing in the terminal by the year 2030 SUMMARY OF SPECIFIC PROVISIONS: Section 1 directs the New York City Economic Development Corporation to commence proceedings to electrify the Manhattan Cruise Terminal imme- diately, and to complete this process by December 31, 2030.

HOYLMAN-SIGAL -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommu- nications AN ACT in relation to the electrification of the Manhattan Cruise Termi- nal; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. (a) The New York City Economic Development Corporation, in consultation with the department of public service, the department of environmental conservation, Con Edison, the New York state energy research and development authority, the Hudson River Park Trust, other relevant state agencies and authorities with subject matter expertise, shall immediately commence any proceedings, processes, stakeholder engagement, or capital projects necessary for the installation of shore power capability at the Manhattan Cruise Terminal. (b) The process of electrification of the Manhattan Cruise Terminal must be completed, and shore power must be available to vessels calling on the terminal, by December 31, 2031. (c) The New York City Economic Development Corporation in consultation with the New York Power Authority shall issue a competitive award proc- ess to facilitate the electrification of the Manhattan Cruise Terminal. § 2. (a) Upon installation of shore power capabilities at the Manhat- tan Cruise Terminal, the department of environmental conservation shall issue rules or regulations that shall: (i) establish shore power requirements for at berth emission reductions to ensure full use of shore power at the Manhattan Cruise Terminal; (ii) exclude from shore power requirements any government or military vessels; and EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
