BILL NUMBER: S3889 SPONSOR: GONZALEZ TITLE OF BILL: An act to amend the state technology law and the public officers law, in relation to the publication of information on public meetings PURPOSE: To improve transparency in government by creating an app and website that displays information of public meetings. SUMMARY OF PROVISIONS: Section 1 amends section 103 of the state technology law by adding a new subdivision 22 to develop a mobile application and corresponding inter- net website to publish information on every public meeting held by a state or local public body. GONZALEZ -- read twice and ordered printed, and when printed to be committed to the Committee on Internet and Technology AN ACT to amend the state technology law and the public officers law, in relation to the publication of information on public meetings THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 103 of the state technology law is amended by adding a new subdivision 26 to read as follows: 26. TO DEVELOP A MOBILE APPLICATION AND CORRESPONDING INTERNET WEBSITE TO PUBLISH INFORMATION ON EVERY PUBLIC MEETING HELD BY A STATE OR LOCAL PUBLIC BODY UNDER ARTICLE SEVEN OF THE PUBLIC OFFICERS LAW. SUCH INFOR- MATION SHALL INCLUDE, BUT NOT BE LIMITED TO: (A) THE DATE OF THE PUBLIC MEETING; (B) THE TIME OF THE PUBLIC MEETING; (C) THE LOCATION OF THE PUBLIC MEETING INCLUDING LINKS FOR VIDEOCON- FERENCING; AND (D) SUMMARIES OF THE PURPOSE OF THE PUBLIC MEETING. § 2. Section 104 of the public officers law is amended by adding a new subdivision 7 to read as follows: 7. PUBLIC NOTICE OF A MEETING HELD BY A STATE OR LOCAL PUBLIC BODY, AS DEFINED BY THIS ARTICLE, SHALL BE ELECTRONICALLY TRANSMITTED TO THE OFFICE OF INFORMATION TECHNOLOGY SERVICES, WITHIN THE TIMEFRAMES ESTAB- LISHED IN SUBDIVISIONS ONE AND TWO OF THIS SECTION, FOR PUBLICATION ON THE MOBILE APPLICATION AND CORRESPONDING INTERNET WEBSITE DEVELOPED PURSUANT TO SUBDIVISION TWENTY-SIX OF SECTION ONE HUNDRED THREE OF THE STATE TECHNOLOGY LAW. § 3. This act shall take effect on the one hundred eightieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
