TITLE OF BILL:

An act to amend the public authorities law, in relation to tickets
purchased for the Long Island Rail Road and the Metro-North Commuter
Railroad Company

 
PURPOSE:

This bill requires the MTA establish and maintain a transferable City
Ticket between Metro North, the Long Island Rail Road, and the Subways
and Buses.

 
SUMMARY OF PROVISIONS:

Section 1 adds 1266-n to the public authorities law to direct the Metro-
politan Transportation Authority develop and implement a weekly and
monthly ticket valid for optional, discounted transfers between LIRR,
Metro North, and NYCTA subways and buses.

Section 2 adds new section 1219-b to do the same.

Section 3 is the effective date.

 
JUSTIFICATION:

The CityTicket is a single-ride railroad ticket offered on LIRR and
Metro-North Railroad trips within New York City. According to the MTA,
1.5 million CityTickets were sold in 2023. Introducing a weekly CityT-
icket that includes transfers to New York City Transit subways and buses
would provide a viable and more affordable alternative for New Yorkers
in subway deserts who live closer to the commuter railroads. A Weekly
CityTicket would build upon the success of the now-removed Atlantic
Ticket, which offered riders a weekly LIRR ticket between Southeast
Queens and Brooklyn and an unlimited weekly MetroCard for $60 between
2018 and 2023. Including all modes of MTA transit within New York City
on one ticket would make riding the LIRR, Metro-North, Subways and buses
more seamless and affordable.

EFFECTIVE DATE:
This act shall take effect on the thirtieth day after it shall have

 AN ACT to amend the public  authorities  law,  in  relation  to  tickets
   purchased  for  the Long Island Rail Road and the Metro-North Commuter
   Railroad Company

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  public  authorities  law  is amended by adding a new
 section 1266-n to read as follows:
   § 1266-N. LONG ISLAND RAIL  ROAD  AND  METRO-NORTH  COMMUTER  RAILROAD
 COMPANY;  TRANSFERS  TO NEW YORK CITY TRANSIT. NOTWITHSTANDING ANY OTHER
 PROVISION OF LAW, GENERAL, SPECIAL OR LOCAL, THE AUTHORITY, IN  CONJUNC-
 TION  WITH THE NEW YORK CITY TRANSIT AUTHORITY, SHALL DEVELOP AND IMPLE-
 MENT A WEEKLY AND A MONTHLY TICKET VALID FOR OPTIONAL, DISCOUNTED TRANS-
 FERS BETWEEN THE LONG ISLAND RAIL  ROAD  AND  THE  METRO-NORTH  COMMUTER
 RAILROAD  COMPANY  TO  THE  NEW  YORK CITY TRANSIT AUTHORITY SUBWAYS AND
 BUSES.
   § 2. The public authorities law is amended by  adding  a  new  section
 1219-b to read as follows:
   § 1219-B. AUTHORITY; TRANSFERS TO LONG ISLAND RAILROAD AND METRO-NORTH
 COMMUTER  RAILROAD  COMPANY. NOTWITHSTANDING ANY OTHER PROVISION OF LAW,
 GENERAL, SPECIAL OR LOCAL, THE AUTHORITY, IN CONJUNCTION WITH THE METRO-
 POLITAN TRANSPORTATION AUTHORITY, SHALL DEVELOP AND IMPLEMENT  A  WEEKLY
 AND  A  MONTHLY  TICKET VALID FOR OPTIONAL, DISCOUNTED TRANSFERS BETWEEN
 THE AUTHORITY SUBWAYS AND BUSES TO THE LONG ISLAND  RAIL  ROAD  AND  THE
 METRO-NORTH COMMUTER RAILROAD COMPANY.
   §  3.  This  act shall take effect on the thirtieth day after it shall
 have become a law.
