BILL NUMBER: S4441 SPONSOR: STEC TITLE OF BILL: An act to amend the environmental conservation law, in relation to exempting veterans and those on active duty from paying certain fees for travel PURPOSE: To exempt veterans and active duty service members from fees collected for travel on the New York world war veterans memorial highway in Essex County and the Prospect mountain veteran's memorial highway in Warren County. SUMMARY OF PROVISIONS: Section 1 - Exempt veterans and active duty service members from fees collected for travel on the New York world war veterans memorial highway in Essex County and the Prospect mountain veteran's memorial highway in Warren County.

STEC, HARCKHAM -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to exempting veterans and those on active duty from paying certain fees for travel THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 9-0903 of the environmental conservation law is amended to read as follows: 2. The commissioner shall have the power and is authorized to impose and provide for the collection of such fees or charges as [he] THEY may deem necessary and for the best interests of the state for the use of all facilities and their appurtenances; PROVIDED, HOWEVER, NO VETERAN, AS DEFINED IN SUBDIVISION THREE OF SECTION ONE OF THE VETERANS' SERVICES LAW, PERSON ON ACTIVE DUTY, AS DEFINED IN SUBDIVISION SIX OF SECTION ONE OF THE MILITARY LAW, OR PERSON IN THE ARMED FORCES OF THE UNITED STATES, AS DEFINED IN SUBDIVISION EIGHT OF SECTION ONE OF THE MILITARY LAW, SHALL BE ASSESSED A FEE OR OTHER CHARGE FOR TRAVEL ON THE NEW YORK WORLD WAR VETERANS MEMORIAL HIGHWAY IN ESSEX COUNTY OR PROSPECT MOUNTAIN VETERAN'S MEMORIAL HIGHWAY IN WARREN COUNTY. All moneys received there- from shall be deposited in the State Treasury pursuant to the provisions of the State Finance Law. § 2. This act shall take effect immediately.
