Directs the commissioner of education to promulgate rules and/or regulations to require SUNY's office of higher education to develop and implement a plan with the goal of operating a degree-granting program in every correctional facility in the state, and enrolling at least 2,000 students in such programs, by January 1, 2029.

   when printed to be committed to the Committee on Education
 
 AN  ACT  to  amend  the  education  law,  in relation to degree-granting
   programs offered by SUNY's office of higher education in prison
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 305 of the education law is amended by adding a new
 subdivision 63 to read as follows:
   63.  THE COMMISSIONER SHALL PROMULGATE RULES AND/OR REGULATIONS NECES-
 SARY TO DIRECT THE UNIVERSITY OF THE STATE OF NEW YORK'S OFFICE OF HIGH-
 ER EDUCATION IN PRISON TO DEVELOP AND IMPLEMENT A PLAN WITH THE GOAL  OF
 OPERATING  A  DEGREE-GRANTING PROGRAM IN EVERY CORRECTIONAL FACILITY, AS
 DEFINED BY SECTION TWO OF THE CORRECTION LAW, LOCATED IN THE STATE,  AND
 ENROLLING  AT  LEAST  TWO THOUSAND STUDENTS IN SUCH PROGRAMS, BY JANUARY
 FIRST, TWO THOUSAND TWENTY-NINE.
   § 2. This act shall take effect immediately.
