BILL NUMBER: S4746 SPONSOR: CLEARE TITLE OF BILL: An act to amend the executive law, in relation to requiring discrimi- nation, bias, and harassment prevention training for members of state boards and commissions PURPOSE: This legislation would require each member of a state board or commis- sion, regardless of compensation, to complete discrimination, bias, and harassment prevention training on an annual basis. SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends the executive law by adding a new section 170-f requir- ing each member of a state board or commission, whether or not the member is compensated, to complete discrimination, bias, and harassment prevention training on an annual basis.

CLEARE -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law, in relation to requiring discrimi- nation, bias, and harassment prevention training for members of state boards and commissions THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The executive law is amended by adding a new section 170-i to read as follows: § 170-I. DISCRIMINATION, BIAS, AND HARASSMENT PREVENTION TRAINING. EVERY MEMBER OF EACH STATE BOARD OR COMMISSION, WHETHER OR NOT SUCH MEMBER IS COMPENSATED, SHALL COMPLETE DISCRIMINATION, BIAS, AND HARASS- MENT PREVENTION TRAINING ON AN ANNUAL BASIS. SUCH TRAINING SHALL BE IN COMPLIANCE WITH SECTION TWO HUNDRED ONE-G OF THE LABOR LAW. § 2. This act shall take effect on the ninetieth day after it shall have become a law. Effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date are authorized to be made and completed on or before such effective date.
