TITLE OF BILL:

An act in relation to directing the department of health to conduct a
study relating to the opening of a public hospital in southeast Queens;
and providing for the repeal of such provisions upon expiration thereof

 
PURPOSE:

Directs the department of health to conduct a study relating to opening
a new public hospital in Southeast Queens

 
SUMMARY OF PROVISIONS:

Section 1 authorizes the department of health (DOH) to authorize and
gather data from governmental and non-governmental institutions to make
recommendations to assist in identifying the opening of a public hospi-
tal in southeast Queens. Costs, possible locations, associated costs,
proximity to available transportation, demographics of those served,
socio-economic conditions, proximity to other healthcare institutions,

timeline for opening, and process of opening.

Section 2 allows DOH to consult all other agencies for relevant informa-
tion

Section 3 provides that DOH must submit a report to all NYS government
leaders

Section 4 provides an effective date and be deemed repealed after such
submission

 
JUSTIFICATION:

Southeast Queens has several healthcare facilities to inlcue hospotals
and trauma centers that are at times constrained by capacity.  Identify-
ing potentially new healthcare facilities in the region would ensure
effective delivery of healthcare services and maintain that residents
are served effectively for the future. Creating a new hospital and trau-
ma center(s) would reduce ambulatory response times, provide more beds
in times of crises and generate a host of new healthcare related jobs
and opportunities in the region.

   printed to be committed to the Committee on Health
 
 AN ACT in relation to directing the department of health  to  conduct  a
   study  relating  to  the  opening  of  a  public hospital in southeast
   Queens; and providing for the repeal of such provisions  upon  expira-
   tion thereof
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The department of health is hereby authorized and  directed
 to  utilize  all  available  data  in partnership with New York hospital
 associations, other state agencies, and non-profit entities  to  present
 findings  in  a  report  on  immediate  and  future needs for additional
 healthcare facilities in southeast Queens.   The  department  of  health
 shall  analyze  available  data,  and  make recommendations to assist in
 facilitating identified sites in partnership with all  governmental  and
 non-governmental  entities  tasked  in  delivering healthcare across New
 York city to highlight potential  for  a  new  public  hospital,  trauma
 center,  or  other  needed healthcare facility in southeast Queens.  The
 department of health shall report on the analysis of all available  data
 pertinent  to health needs for southeast Queens from receiving such data
 and shall include, but shall not  be  limited  to:  possible  locations,
 associated  costs,  proximity  to and availability of public transporta-
 tion, demographics of those who may be served, the socio-economic condi-
 tion of the area, proximity to other healthcare institutions,  projected
 timeline  for opening, and projected process for opening should there be
 an immediate and future need for any new hospitals, trauma  centers,  or
 other healthcare facilities.
   §  2.  The  department  of  health  may  request, and is authorized to
 receive, any information from any state agency, hospital association, or
 not-for-profit that is relevant and material to the completion  of  such
 study  and report. Such information received by the department of health

 shall be subject to the same requirements for confidentiality and  limi-
 tations  on use, if any, as are applicable to such state agency's use of
 such information.
   § 3. Within one year of the effective date of this act, the department
 of health shall submit a report of its findings, analysis, and recommen-
 dations  to  the  governor,  the  temporary president of the senate, the
 speaker of the assembly, the chairs of  the  health  committees  in  the
 senate  and  assembly,  and  the sponsors of this bill in the senate and
 assembly.
   § 4. This act shall take effect immediately and shall  expire  and  be
 deemed  repealed  thirty  days after the submission of the report to the
 governor and the legislature as provided for in section  three  of  this
 act; provided that the department of health shall notify the legislative
 bill  drafting  commission  upon  the  occurrence of the delivery of the
 report provided for in section two of this act in order that the commis-
 sion may maintain an accurate and timely  effective  data  base  of  the
 official  text  of  the  laws of the state of New York in furtherance of
 effectuating the provisions of section 44 of  the  legislative  law  and
 section 70-b of the public officers law.
