BILL NUMBER: S5185 SPONSOR: COMRIE TITLE OF BILL: An act in relation to directing the department of health to conduct a study relating to the opening of a public hospital in southeast Queens; and providing for the repeal of such provisions upon expiration thereof PURPOSE: Directs the department of health to conduct a study relating to opening a new public hospital in Southeast Queens SUMMARY OF PROVISIONS: Section 1 authorizes the department of health (DOH) to authorize and gather data from governmental and non-governmental institutions to make recommendations to assist in identifying the opening of a public hospi- tal in southeast Queens. COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT in relation to directing the department of health to conduct a study relating to the opening of a public hospital in southeast Queens; and providing for the repeal of such provisions upon expira- tion thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The department of health is hereby authorized and directed to utilize all available data in partnership with New York hospital associations, other state agencies, and non-profit entities to present findings in a report on immediate and future needs for additional healthcare facilities in southeast Queens. The department of health shall analyze available data, and make recommendations to assist in facilitating identified sites in partnership with all governmental and non-governmental entities tasked in delivering healthcare across New York city to highlight potential for a new public hospital, trauma center, or other needed healthcare facility in southeast Queens. The department of health shall report on the analysis of all available data pertinent to health needs for southeast Queens from receiving such data and shall include, but shall not be limited to: possible locations, associated costs, proximity to and availability of public transporta- tion, demographics of those who may be served, the socio-economic condi- tion of the area, proximity to other healthcare institutions, projected timeline for opening, and projected process for opening should there be an immediate and future need for any new hospitals, trauma centers, or other healthcare facilities. § 2. The department of health may request, and is authorized to receive, any information from any state agency, hospital association, or not-for-profit that is relevant and material to the completion of such study and report.
