BILL NUMBER: S5189 SPONSOR: COMRIE TITLE OF BILL: An act to amend the public authorities law, in relation to requiring the New York state energy and research development authority to develop a comprehensive electric vehicle fast charging station implementation plan PURPOSE OF THE BILL: The purpose of this bill is to facilitate the development of statewide electric vehicle fast charging stations. SUMMARY OF SPECIFIC PROVISIONS: Section 1 -Amends the Public Authorities Law by adding a new Section 1874 establishing the Electric Vehicle Fast Charging Station Implementa- tion Plan. COMRIE, COONEY, KAVANAGH, MAY -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommunications AN ACT to amend the public authorities law, in relation to requiring the New York state energy and research development authority to develop a comprehensive electric vehicle fast charging station implementation plan THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding a new section 1874 to read as follows: § 1874. COMPREHENSIVE ELECTRIC VEHICLE FAST CHARGING STATION IMPLEMEN- TATION PLAN. 1. THE AUTHORITY, IN CONSULTATION WITH THE NEW YORK POWER AUTHORITY, THE DEPARTMENT OF TRANSPORTATION, THE DEPARTMENT OF ENVIRON- MENTAL CONSERVATION, THE DEPARTMENT OF PUBLIC SERVICE AND THE FAST CHARGE NY WORKING GROUP ESTABLISHED PURSUANT TO SUBDIVISION FIVE OF THIS SECTION SHALL, NO LATER THAN TWENTY-FOUR MONTHS AFTER THE EFFECTIVE DATE OF THIS SECTION, DEVELOP A COMPREHENSIVE ELECTRIC VEHICLE FAST CHARGING STATION IMPLEMENTATION PLAN TO FACILITATE THE DEPLOYMENT OF FAST ELEC- TRIC VEHICLE CHARGING STATIONS STATEWIDE. SUCH COMPREHENSIVE ELECTRIC VEHICLE FAST CHARGING PLAN SHALL INCORPORATE THE FINDINGS OF THE NEEDS EVALUATION SET FORTH IN PART QQ OF CHAPTER FIFTY-EIGHT OF THE LAWS OF TWO THOUSAND TWENTY-FOUR. AS USED IN THIS SECTION, THE TERM "THE PLAN" SHALL MEAN THE COMPREHENSIVE ELECTRIC VEHICLE FAST CHARGING STATION IMPLEMENTATION PLAN DEVELOPED PURSUANT TO THIS SUBDIVISION. 2. SUCH PLAN SHALL AT A MINIMUM INCLUDE: (A) METHODS TO INCREASE PUBLIC AVAILABILITY; (B) GEOGRAPHIC INFORMATION PERTAINING TO CURRENT FAST CHARGER DEPLOY- MENT INCLUDING SPECIFIC INFORMATION RELATING TO THE FAST CHARGERS BEING DEPLOYED. SUCH INFORMATION SHALL INCLUDE, BUT NOT BE LIMITED TO THE NUMBER OF PORTS AND CHARGING CAPACITY; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
