PARKER, JACKSON, SALAZAR -- read twice and ordered printed, and when printed to be committed to the Committee on Housing, Construction and Community Development AN ACT to amend the labor law, in relation to establishing a New York state public housing painters apprenticeship program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The labor law is amended by adding a new section 819-a to read as follows: § 819-A. NEW YORK STATE PUBLIC HOUSING PAINTERS APPRENTICESHIP PROGRAM. 1. THERE IS HEREBY ESTABLISHED A NEW YORK STATE PUBLIC HOUSING PAINTERS APPRENTICESHIP PROGRAM. SUCH PROGRAM WILL BE ADMINISTERED BY THE DEPARTMENT, IN COORDINATION WITH THE MUNICIPAL HOUSING AUTHORITIES ESTABLISHED PURSUANT TO ARTICLE THIRTEEN OF THE PUBLIC HOUSING LAW. 2. (A) APPLICATIONS TO PARTICIPATE IN SUCH APPRENTICESHIP PROGRAM MAY BE SUBMITTED TO THE DEPARTMENT IN SUCH FORM AND MANNER AS MAY BE PRESCRIBED BY THE COMMISSIONER. (B) ELIGIBILITY FOR THE NEW YORK STATE PUBLIC HOUSING PAINTERS APPREN- TICESHIP PROGRAM SHALL INCLUDE, BUT NOT BE LIMITED TO, THE FOLLOWING CONSIDERATIONS: (I) PARTICIPANTS IN THE PROGRAM SHALL BE LIMITED TO RESIDENTS OF A MUNICIPAL HOUSING AUTHORITY ESTABLISHED PURSUANT TO ARTICLE THIRTEEN OF THE PUBLIC HOUSING LAW. (II) APPLICANTS FOR THE PROGRAM SHALL NOT BE DEEMED INELIGIBLE BASED ON CRIMINAL HISTORY. 3. SKILLS LEARNED AS PART OF THE NEW YORK STATE PUBLIC HOUSING PAIN- TERS APPRENTICESHIP PROGRAM SHALL INCLUDE, BUT NOT BE LIMITED TO: (A) WORKPLACE SAFETY SKILLS AND PROCEDURES, INCLUDING BUT NOT LIMITED TO: (I) USE AND MAINTENANCE OF HAND AND POWER TOOLS; (II) SIGNALING, RIGGING, AND HOISTING; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
