BILL NUMBER: S6261 SPONSOR: COMRIE TITLE OF BILL: An act to amend the New York state urban development corporation act, in relation to certain reporting measures PURPOSE: Includes comprehensive job reporting in the empire state development (ESD) database of deals transparency law that has modernized reporting of all fiscal transactions between state entities and contractors SUMMARY OF PROVISIONS: Section 1 amends paragraphs (d), (e), and (f) and subparagraphs (iv) and (v) of paragraph (c) of subdivision 3 of section 58 of section 1 of chapter 174 of the laws of 1968 of the state urban development act to include "full-time job," "project hires," part-time job," and total number of employees as separate and searchable fields in the database of deals.

COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Corporations, Authorities and Commissions AN ACT to amend the New York state urban development corporation act, in relation to certain reporting measures THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraphs (d), (e), and (f) of subdivision 1 and subpara- graphs (iv) and (v) of paragraph (c) of subdivision 3 of section 58 of section 1 of chapter 174 of the laws of 1968, constituting the New York state urban development corporation act, as added by section 1 of part NNN of chapter 58 of the laws of 2022, are amended to read as follows: (d) "FULL-TIME JOB" SHALL MEAN A JOB IN WHICH AN INDIVIDUAL IS EMPLOYED BY A QUALIFIED PARTICIPANT FOR AT LEAST THIRTY-FIVE HOURS A WEEK. (E) "Full-time equivalent" shall mean a unit of measure which is equal to one filled, full-time, annual-salaried position. [(e)] (F) "Project hires" shall mean a job in which an individual is hired for a season or for a limited period of time. [(f)] (G) "Part-time job" shall mean a job in which an individual is employed by a qualified participant for less than thirty-five hours a week. (iv) the total number of employees at all sites utilizing such aggre- gate economic development benefits at the time of the agreement, includ- ing the number of [full-time equivalents, provided that any project hires or part-time jobs converted to full-time equivalents shall be displayed in separate fields and denoted as such, to the extent practi- cable, and such requirements shall be applied to contracts initiated six months after the effective date of this section] PERMANENT FULL-TIME JOBS, THE NUMBER OF PERMANENT PART-TIME JOBS, THE NUMBER OF FULL-TIME EQUIVALENTS, AND THE NUMBER OF PROJECT HIRES; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
