   printed to be committed to the Committee on Commerce, Economic  Devel-
   opment and Small Business
 
 AN  ACT  to  amend  the  alcoholic  beverage control law, in relation to
   providing for a license to sell liquor at retail  for  consumption  on
   certain premises

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subdivision 7 of  section  64  of  the  alcoholic  beverage
 control  law  is  amended  by  adding  a new paragraph (e-17) to read as
 follows:
   (E-17) NOTWITHSTANDING THE PROVISIONS OF PARAGRAPH (A) OF THIS  SUBDI-
 VISION,  THE  AUTHORITY  MAY  ISSUE  A  RETAIL  LICENSE  FOR ON-PREMISES
 CONSUMPTION FOR A PREMISES WHICH SHALL BE  LOCATED  WITHIN  TWO  HUNDRED
 FEET  OF  A  BUILDING  OCCUPIED  AS A SCHOOL, CHURCH, SYNAGOGUE OR OTHER
 PLACE OF WORSHIP, PROVIDED SUCH PREMISES CONSTITUTE A PREMISES  FOR  THE
 SALE  OF  FOOD  OR  BEVERAGES  AT RETAIL FOR CONSUMPTION ON THE PREMISES
 LOCATED WHOLLY WITHIN THE BOUNDARIES OF THE COUNTY OF ORANGE IN THE CITY
 OF MIDDLETOWN, BOUNDED AND DESCRIBED AS FOLLOWS:
   ALL THAT CERTAIN PLOT, PIECE OR PARCEL OF LAND WITH THE BUILDINGS  AND
 IMPROVEMENTS  THEREON  ERECTED,  SITUATE, LYING AND BEING IN THE CITY OF
 MIDDLETOWN, COUNTY OF ORANGE, STATE OF NEW YORK, AND  BEING  MORE  ACCU-
 RATELY BOUNDED AND DESCRIBED AS FOLLOWS:
   BEGINNING  AT  A  POINT  IN  THE  EASTERLY LINE OF NORTH STREET AT THE
 NORTHEASTERLY BUILDING CORNER WHICH LIES ON THE HEREIN DESCRIBED  PARCEL
 AND  AT  THE  SOUTHWESTERLY  BUILDING  CORNER WHICH LIES ON THE LANDS OF
 BEAKES; THENCE FROM THE SAID POINT OR PLACE OF BEGINNING  AND  FOLLOWING
 ALONG  A  COMMON BRICK PARTY WALL AND ALONG THE LINE OF LANDS OF BEAKES,
 SOUTH 62 DEGREES 17' 25" EAST A DISTANCE  OF  51.50  FEET  TO  A  POINT;
 THENCE ALONG THE LINE OF LANDS OF CITY OF MIDDLETOWN AND PASSING THROUGH
 A  CONCRETE WALL, SOUTH 21 DEGREES 17' 35" WEST A DISTANCE OF 16.83 FEET
