BILL NUMBER: S680 SPONSOR: MARTINEZ TITLE OF BILL: An act to amend the executive law, in relation to the timing of emergen- cy public safety alerts in the event of a disaster or state disaster emergency PURPOSE: The purpose of this legislation is to ensure NY-Alerts are issued in a timely manner to inform and secure the public in the event of a disas- ter. SUMMARY OF PROVISIONS: Section 1. Subparagraphs 3 and 5 of paragraph b of subdivision 3 of 2 section 22 of the executive law, as amended by section 3 of part B of 3 chapter 56 of the laws of 2010, are amended to require NY-Alerts to be issued within thirty minutes of a disaster or state disaster emergency or as soon as practicable.

MARTINEZ -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the executive law, in relation to the timing of emergen- cy public safety alerts in the event of a disaster or state disaster emergency THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subparagraphs 3 and 5 of paragraph b of subdivision 3 of section 22 of the executive law, as amended by section 3 of part B of chapter 56 of the laws of 2010, are amended to read as follows: (3) a system for warning populations who are or may be endangered, INCLUDING THE ISSUANCE OF PUBLIC SAFETY ALERTS BY THE NEW YORK EMERGENCY ALERT NOTIFICATION SYSTEM OR "NY-ALERT" WITHIN THIRTY MINUTES OF A DISASTER OR STATE DISASTER EMERGENCY, OR AS SOON AS PRACTICABLE THERE- AFTER; (5) a specific plan for rapid and efficient communication, INCLUDING THE ISSUANCE OF PUBLIC SAFETY ALERTS BY THE NEW YORK EMERGENCY ALERT NOTIFICATION SYSTEM OR "NY-ALERT" WITHIN THIRTY MINUTES OF A DISASTER OR STATE DISASTER EMERGENCY, OR AS SOON AS PRACTICABLE THEREAFTER, and for the integration of state communication facilities during a state disas- ter emergency, including the assignment of responsibilities and the establishment of communication priorities, and liaison with municipal, private and federal communication facilities; § 2.
