BILL NUMBER: S6996 SPONSOR: GONZALEZ TITLE OF BILL: An act to amend the election law, in relation to the dates to file a designating petition; and providing for the repeal of such provisions upon expiration thereof PURPOSE OR GENERAL IDEA OF BILL: The act would change the dates of petition filing to allow observant Jewish candidates and staff to file without interfering with Passover. SUMMARY OF PROVISIONS: The act would substitute the latest filing day from the twelfth Thurs- day, as stated in the Election Law preceding the primary, to the twelfth Monday preceding the 2026 primary. This act would extend the filing period for 2026

S T A T E O F N E W Y O R K ________________________________________________________________________ 6996 2025-2026 Regular Sessions I N S E N A T E March 28, 2025 ___________ Introduced by Sen. GONZALEZ -- read twice and ordered printed, and when printed to be committed to the Committee on Elections AN ACT to amend the election law, in relation to the dates to file a designating petition; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 6-158 of the election law is amended by adding a new subdivision 1-a to read as follows: 1-A. NOTWITHSTANDING THE TIME FIXED IN SUBDIVISION ONE OF THIS SECTION, FOR THE YEAR TWO THOUSAND TWENTY-SIX, SUCH DESIGNATING PETITION REQUIRED TO BE FILED BY SUCH SUBDIVISION SHALL BE FILED NOT EARLIER THAN THE THIRTEENTH MONDAY BEFORE, AND NOT LATER THAN THE TWELFTH MONDAY PRECEDING THE PRIMARY ELECTION. § 2. Section 6-134 of the election law is amended by adding a new subdivision 4-a to read as follows: 4-A. NOTWITHSTANDING THE TIME FIXED IN SUBDIVISION FOUR OF THIS SECTION, FOR THE YEAR TWO THOUSAND TWENTY-SIX, A SIGNATURE MADE EARLIER THAN FORTY-ONE DAYS BEFORE THE LAST DAY TO FILE DESIGNATING PETITIONS FOR THE PRIMARY ELECTION, OR A SIGNATURE MADE LATER THAN THE TWELFTH THURSDAY PRECEDING THE PRIMARY ELECTION, SHALL NOT BE COUNTED. § 3. This act shall take effect January 1, 2026 and shall expire December 31, 2026 when upon such date the provisions of this act shall be deemed repealed.
