BILL NUMBER: S7044 SPONSOR: LANZA TITLE OF BILL: An act to require the commissioner of the department of civil service to prepare a report on certain civil service titles PURPOSE: To establish civil service titles for Article 163 mental health practi- tioners. SUMMARY OF PROVISIONS: The bill directs the New York State Department of Civil Service to prepare a report by July 1, 2018 with regard to establishing classifica- tions for Mental Health Practitioners licensed under Article 163 of the State Education Law. LANZA, PALUMBO -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT to require the commissioner of the department of civil service to prepare a report on certain civil service titles THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The commissioner of the department of civil service shall prepare a report on civil service titles requiring licensure under arti- cle 163 of the education law. Such report shall include, but not be limited to: (a) an identification of all titles in the civil service which require an appointee to possess a license and current registration as a mental health practitioner in one or more professions under article 163 of the education law, and the description of such titles; (b) the salary grade of such titles and a determination of whether, based on board certification requirements, duties, and education and experience levels, such salary grades are appropriate; and (c) a determination as to whether such current civil service titles and career ladders are appropriate. § 2. The commissioner is authorized to conduct this report in conjunc- tion with any other reports being developed by the department of civil service. The commissioner shall submit such report to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate, and the minority leader of the assembly on or before December 31, 2027. § 3.
