§ 21-1705. Consent of the congress.

The Governor is hereby authorized to apply, on behalf of the state of
New York, to the congress of the United States for its consent and
approval to the aforesaid compact; but, in the absence of such consent
and approval, the Delaware river basin water commission shall have all
of the powers which the commonwealth of Pennsylvania and the states of
New Jersey and New York (and the State of Delaware if and when it
becomes a signatory state) may confer upon it without the consent and
approval of the congress.
