LEGISLATIVE RESOLUTION mourning the death of Dr. Lorna Scott McBarnette,
distinguished citizen and devoted member of her community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Dr. Lorna Scott McBarnette died on Tuesday, March 17, 2009;
and
WHEREAS, Dr. Lorna Scott McBarnette distinguished herself in her
profession and by her sincere dedication and substantial contribution to
the welfare of her community; and
WHEREAS, Dr. Lorna Scott McBarnette's commitment to excellence, and
her spirit of humanity, carried over into all fields of enterprise,
including charitable and civic endeavors; and
WHEREAS, Lorna Scott McBarnette, ScD, EdD was Vice President for
Institutional Development and Vice Provost for Health Professions at the
American University of Antigua School of Nursing; she was regarded as an
expert in the fields of public health and health policy; and
WHEREAS, Dr. McBarnette served as Professor and Dean of the School of
Health, Technology and Management at the State University of New York at
Stony Brook; while there, she was instrumental in the increase of class
size, and creating several new undergraduate programs; and
WHEREAS, Dr. McBarnette earned a reputation for taking on and solving
difficult policy problems while she was First Deputy Commissioner of
Health of New York State; she was one of the first health professionals
who publicly called for the re-training of medical doctors in an attempt
to prevent future biological attacks in the wake of the September 11,
2001 attack on the World Trade Center; and
WHEREAS, In addition, Dr. McBarnette lent her expertise, proven skills
and leadership on the international level, mostly in the Caribbean and
in Africa, by creating new companies and offering her advice on starting
up new health programs and projects; she earned her Bachelor of Arts
degree from the College at Old Westbury, her Master of Science in Health
Policy and Management from Harvard University, her Doctor of Education
from LaSalle University, and her Doctor of Science from American Inter-
national School of Medicine; and
WHEREAS, Dr. McBarnette also received a Certificate in Public Adminis-
tration from Long Island University, C.W. Post College; she was instru-
mental in inspiring many students to become caring and competent physi-
cians and public health professionals; and
WHEREAS, Armed with a humanistic spirit, imbued with a sense of
compassion, and comforted by many, Dr. Lorna Scott McBarnette leaves
behind a legacy which will long endure the passage of time and will
remain as a comforting memory to all she served and befriended; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Dr. Lorna Scott McBarnette, distinguished citizen and
devoted member of her community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Dr. Lorna Scott McBarnette.
