LEGISLATIVE RESOLUTION honoring Carl Young upon the occasion of his
retirement as President of the New York Association of Homes and
Services for the Aging after 20 years of distinguished service

WHEREAS, It is the sense of this Legislative Body to recognize and honor
those distinguished citizens of this great Empire State who have devoted
themselves to faithfully serving the best interests of their community
and the needs of its residents; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Carl
Young upon the occasion of his retirement as President of the New York
Association of Homes and Services for the Aging after 20 years of
distinguished service; and
WHEREAS, Since 1989, Carl Young has served as President of the New
York Association of Homes and Services for the Aging, the only organiza-
tion that represents the entire consortium of not-for-profit and public
long term care, including nursing homes, adult care facilities, assisted
living senior housing, continuing care retirement communities and commu-
nity service providers; and
WHEREAS, In addition to serving as President of the New York Associ-
ation of Homes and Services for the Aging, Carl Young is President of
the Foundation for Long Term Care, its research and education affiliate,
and New York Association of Homes and Services for the Aging Services,
Inc., its business services subsidiary; and
WHEREAS, Before joining the New York Association of Homes and Services
for the Aging, Carl Young served as the Broome County Executive from
1981 until 1988; under his leadership, the county implemented a
nationally recognized alternative health care delivery system for the
elderly and received more than 75 national, state and private sector
awards for program and management excellence; and
WHEREAS, A former history and government teacher in the Binghamton
City School District, Carl Young also served four terms in the Broome
County Legislature and chaired the state executives' forum of the
National Association of Homes and Services for the Aging; and
WHEREAS, The first recipient of the Sigma Award from the Binghamton
University Master of Public Administration Program in 2001, Carl Young
has been the recipient of a multitude of additional awards, honors and
certificates of recognition, acknowledging his efforts of in-depth
magnitude, including the 1980 Teacher of the Year and the 1988 Outstand-
ing County Official; and
WHEREAS, Furthermore, Carl Young has served as a member of the Board
of Directors of the Center for Long Term Care Financing and the Home
Care Association of New York State, the Governor's Task Force to Reform
Health Care in New York in 1992 and the New York State Council on Health
Care Financing, as well as the Executive Advisory Board to the Senate
Medicaid Reform Task Force in 2003; and
WHEREAS, Carl Young received a Bachelor of Arts degree in Political
Science from Middlebury College and a Master of Arts degree in Political
Science from the Maxwell School of Citizenship and Public Affairs at
Syracuse University; and
WHEREAS, Throughout his career with the New York Association of Homes
and Services for the Aging, Carl Young served with intelligence and
caring dedication, continuously striving to effectively fulfill the
duties of his position; and
WHEREAS, Sincerely loved and greatly respected by all those with whom
he worked, Carl Young will be remembered for his honesty, integrity,

keen sense of duty and ability to show a unique grasp of human problems
in his official acts; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Carl Young upon the occasion of his retirement as President of the
New York Association of Homes and Services for the Aging after 20 years
of distinguished service, and to wish him continued success in all of
his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Carl Young.
