LEGISLATIVE RESOLUTION commemorating July 1, 2011, as the 68th Anniver-
sary of the creation of the United States Cadet Nurse Corps, and honor-
ing the women who served in the Corps

WHEREAS, It is the sense of this Legislative Body to commemorate signif-
icant events which represent turning points in our unique history and
which are indelibly etched in the saga of our great Nation; and
WHEREAS, Organizations which have served the interests of the people
of the Nation and our great Empire State merit the commendation of this
Legislative Body; and
WHEREAS, Members of the United States Cadet Nurse Corps, who served
our Nation so valiantly and honorably, deserve a special salute from
this Legislative Body; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commem-
orate July 1, 2011, as the 68th Anniversary of the creation of the
United States Cadet Nurse Corps, and honor the women who served in the
Corps; and
WHEREAS, After the United States entered World War II, the demand for
nurses increased dramatically, outstripping the supply and creating a
nursing shortage; the instructional staff and the facilities of existing
civilian schools of nursing needed to be strengthened; and
WHEREAS, In order to alleviate the critical shortage of nurses during
the war, a plan was conceived so that nursing students would receive
accelerated training, and their services would be used even while they
were still in training; and
WHEREAS, On 29 March, 1943, Representative Frances P. Bolton of Ohio
introduced a bill in the United States House of Representatives to
establish a special government program to facilitate the training of
nurses; this bill passed unanimously in the Congress and was signed into
law by President Franklin D. Roosevelt on June 15, 1943; it became
effective as Public Law 74 on July 1, 1943; and
WHEREAS, The Cadet Nurse Corps (originally designated the "Victory
Nurse Corps") was administered by the United States Public Health
Service; the Division of Nurse Education was established to supervise
the Cadet Nurse Corps and reported to the Surgeon General of the United
States; and
WHEREAS, Nursing schools throughout the United States joined the Cadet
Nurse program; during the existence of the program from 1943 to 1948,
1,250 of the nation's nursing schools had participated, training 180,000
nurses; and
WHEREAS, During World War II, members of the Cadet Nurse Corps served
on the home front providing nursing services in civilian and military
hospitals, public health clinics and in the Indian Health Service; and
WHEREAS, The legacy of the United States Cadet Nurse Corps is mani-
fold; by replacing graduate nurses who had already entered into active
duty in the Armed Forces, the Corps prevented the collapse of nursing
care in hospitals throughout the United States, and veterans came home
from the war to a strong health care system and were provided critical
care by Cadet Nurses; and
WHEREAS, Having exhibited their skill, devotion and patriotism,
members of the United States Cadet Nurse Corps have demonstrated their
love for their country and merit forevermore the highest respect of
their State and Nation; and
WHEREAS, Members of the United States Cadet Nurse Corps deserve to be
recognized, commended and thanked by the people of the State of New York

for their service and for their dedication to their communities, their
State and their Nation; and
WHEREAS, The auspicious occasion of the 68th Anniversary of the
creation of the United States Cadet Nurse Corps presents a unique oppor-
tunity for this Legislative Body to recognize and pay tribute to the
United States Cadet Nurse Corps, and to honor the women who served in
the Corps; and
WHEREAS, It is the sense of this Legislative Body that when organiza-
tions and individuals of such noble aims and accomplishments are brought
to our attention, they should be recognized by all the citizens of this
great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate July 1, 2011, as the 68th Anniversary of the creation of the
United States Cadet Nurse Corps, and honor the women who served in the
Corps; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Anne Kakos, Yonkers, New York.
