LEGISLATIVE RESOLUTION honoring Officer Phillip Winglosky upon the occa-
sion of being selected as the Colonie Police Officer of the Year
WHEREAS, It is the sense of this Legislative Body to recognize and honor
those distinguished officers and citizens who would devote themselves to
public service, demonstrating great courage and diligence in providing
for the care and welfare of the citizens of their communities and this
great Empire State; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to honor Officer Phil-
lip Winglosky upon the occasion of being selected as the Colonie Police
Officer of the Year; and
WHEREAS, Officer Phillip Winglosky is a Colonie police officer who
helps identify whether errant drivers are on drugs; and
WHEREAS, Officer Phillip Winglosky volunteered to receive specialized
training in April of 2012 to become a drug recognition expert; when an
officer stops a suspect for driving while impaired but the blood alcohol
level is not consistent with his behavior, he is summoned to conduct a
series of tests that reveal if the driver is impaired by drugs; and
WHEREAS, Officer Phillip Winglosky is the only officer in the depart-
ment with such training and can be called on at any time of the day or
night; since he received the training last year, he has assisted other
officers 33 times; and
WHEREAS, Joining the Colonie Police Department in 2005, Officer Phil-
lip Winglosky served as a dispatcher for three years before joining the
force; at the time of his hiring as an officer, he has held the top
score on the civil service test for police officers; and
WHEREAS, It is the sense of this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Officer Phillip Winglosky upon the occasion of being selected as
the Colonie Police Officer of the Year; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Officer Phillip Winglosky.
