LEGISLATIVE RESOLUTION honoring Carlos V. Spencer upon the occasion of
his selection as the New York State Police Academy Class Representative
for Troop 199 on May 29, 2013
WHEREAS, It is the sense of this Legislative Body to recognize and honor
those distinguished citizens who devote their life's work and purpose to
public service, contributing to the care and welfare of the citizens of
the State of New York; and
WHEREAS, This Legislative Body is justly proud to honor Carlos V.
Spencer upon the occasion of his selection as the New York State Police
Academy Class Representative for Troop 199 on Wednesday, May 29, 2013;
and
WHEREAS, Carlos V. Spencer graduated from the New York State Police
Academy, and earned the position as a New York State Trooper along with
191 fellow graduates; and
WHEREAS, After overcoming a rigorous six month process of emotional,
physical, and mental challenges, Carlos V. Spencer received this presti-
gious award, making him the first African American to become a New York
State Trooper Class Representative; and
WHEREAS, The position of Class Representative came with numerous obli-
gations, and allowed Carlos V. Spencer to exercise his gift of leader-
ship and integrity; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Carlos V. Spencer upon the occasion of his selection as the New
York State Police Academy Class Representative for Troop 199 on Wednes-
day, May 29, 2013; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Carlos V. Spencer.
