WHEREAS, It is the sense of this Legislative Body that the quality and

and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commem-

special press event at its main office in Spencer, New York, and check
presentations to local food banks; and
WHEREAS, In 1864 in Candor, New York, and 1884 in Spencer, New York,
local business owners joined together to form independent community
banks to provide badly needed banking services to their respective
communities; these two banks combined forces in 1961 to form Tioga State
Bank, in order to create a strong, independent community bank committed
exclusively to meeting the financial needs of families and businesses in
Tioga County and surrounding counties; and
WHEREAS, Today, Tioga State Bank is still a locally owned independent
community bank, and provides financial services to the Southern Tier of
New York State and Northern Pennsylvania in eleven offices in Tioga,

institution's tradition of service to their customers and their communi-
ties; and
WHEREAS, Tioga State Bank is justly proud of its longevity and herit-

customers, and it has been shepherded under the wise guidance of five
generations of the Fisher Family since 1884, currently led ably by its
President, Robert Fisher; and
WHEREAS, Tioga State Bank has truly stood the test of time, surviving
the Civil War, two World Wars, the Great Depression, the Great Recession
and many other momentous events in our State's and nation's history; it
has kept pace with the changes of social fabric and technology, evolving
from a time in which bank accounts did not have numbers and every check
was recorded by hand in big ledgers, to employing the full range of
contemporary electronic and digital banking mechanisms; and
WHEREAS, For 150 years, Tioga State Bank has remained steadfast in its
dedication to its customers, and its commitment to the community is
beyond question; this venerable establishment reinvests all of its
deposits in its local communities to improve the quality of life for
everyone involved; furthermore, its officers and employees invest their
personal time in community service through a wide variety of civic
organizations; and
WHEREAS, This Legislative Body looks with favor upon the strong role
institutions such as Tioga State Bank play in strengthening the social
