LEGISLATIVE RESOLUTION honoring Francis E. Hurd upon the occasion of his
retirement after 42 years of distinguished service to Seneca County

WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the stat-
ure of the State of New York; and
WHEREAS, It is the sense of this Legislative Body to recognize that
the quality and character of life in communities across New York State
are reflective of the concerned and dedicated efforts of those individ-
uals who are devoted to the welfare of their community and its citizen-
ry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Francis "Fran" Hurd upon the occasion of his retirement after 42 years
of distinguished service to Seneca County; this momentous occasion will
be celebrated with a surprise party in his honor, on Saturday, January
25, 2014, at the American Legion, Waterloo, New York; and
WHEREAS, Fran served as the Supervisor of the Town of Lodi for 18
years as a dispatcher for the Romulus Highway Department and is retiring
from the Facilities Department in Waterloo, New York; and
WHEREAS, A veteran of the second World War, Francis E. Hurd fought in
the European Theater with the 291st Combat Engineers; he earned five
Battle Stars, and has been interviewed by both the World War II Museum
in New Orleans and the Discovery Channel; and
WHEREAS, Active within his community, Francis E. Hurd is a member of
the Lodi Fire Company, as well as the Ovid VFW; and
WHEREAS, For the past 42 years, Francis E. Hurd rendered faithful,
conscientious and valuable service to Seneca County, earning the admira-
tion, esteem and affection of his colleagues; and
WHEREAS, Rare indeed is the occurrence of such a compassionate blend-
ing of strength, leadership, intellect, and commitment as that demon-
strated by Francis E. Hurd over a lifetime of sacrifice and dedication
to others; and
WHEREAS, In addition to his late wife, Olive, with Fran throughout
have been his two children, Charles and Connie, four grandchildren,
Paula, Sally, Matt, and Andy, and five great-grandchildren, all of whom
feel privileged to be a part of his life and rejoice in his accomplish-
ments; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Francis E. Hurd upon the occasion of his retirement after 42 years
of distinguished service to Seneca County; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Francis E. Hurd.
