LEGISLATIVE RESOLUTION honoring Henry Frasca upon the occasion of his
retirement after 30 distinguished years as an educator, on February 28,
2014
WHEREAS, It is the practice of this Legislative Body to take note of and
publicly acknowledge individuals of remarkable integrity and character
whose endeavors have enhanced the quality of education in this great
State; and
WHEREAS, The result of many individual efforts, the excellence and the
success of several schools in the Utica City School District is due in
large part to the efforts of Henry Frasca; and
WHEREAS, This Legislative Body is justly proud to honor Henry Frasca
upon the occasion of his retirement after 30 distinguished years as an
educator; a retirement party celebrating his many contributions will be
held on Thursday, February 27, 2014, at Daniele at Valley View, Utica,
New York; and
WHEREAS, Henry Frasca will retire as Principal of Kernan Elementary
School in Utica effective February 28, 2014; and
WHEREAS, Henry Frasca has contributed 30 years of unparalleled service
to Utica students, families, professionals and communities as an admin-
istrator, a teacher and a coach; and
WHEREAS, Henry Frasca began his career in education in 1985; he worked
as a coach and physical education teacher in Grahamsville Public Schools
and the Utica City School District until 1997; and
WHEREAS, Henry Frasca transitioned into educational leadership in the
Utica City School District as an Assistant Principal, serving in that
capacity at Thomas R. Proctor High School and Senator James H. Donovan
Middle School through 2002; and
WHEREAS, He then took on the role of Principal at Watson Williams
Elementary School, where he led with distinction before assuming his
present position in 2008; and
WHEREAS, Henry Frasca's effective tenure at Kernan Elementary School,
and his service throughout the Utica City School District, has impacted
countless lives; he will be remembered for his intellect, imagination,
sense of humor, and prodigious work ethic; and
WHEREAS, A well-respected leader in his field, Henry Frasca has been
quoted in multiple educational publications; in addition, his work has
received numerous honors, including the United States Department of
Education No Child Left Behind National Blue Ribbon; the National Title
I School of Distinction, the National Magnet School of Excellence, and
the Genesis Group Celebration of Education Award; and
WHEREAS, Henry Frasca has continually demonstrated an impressive dedi-
cation, an incomparable devotion and an unremitting enthusiasm for the
quality of the educational programs and opportunities offered at Kernan
Elementary School for the benefit of its faculty and students, as well
as for the entire community; and
WHEREAS, In completing his service as an educator, Henry Frasca leaves
behind more than mere bricks and mortar; he leaves a legacy to the resi-
dents of the Utica community and to future generations of its students;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Henry Frasca upon the occasion of his retirement, and for his
significant contributions to education in New York State; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Henry Frasca.
