LEGISLATIVE RESOLUTION commending Frank Proto for his years of distin-
guished service as a member of the Tompkins County Legislature serving
Caroline and Danby from 1985-2013
WHEREAS, There are certain outstanding citizens of New York State who,
through their selfless commitment and dedication, have served to better
the quality of life in their communities; and
WHEREAS, Our local governments, our state and our nation have been
strengthened by generations of Americans who felt a sense of responsi-
bility to their community, to one another and to their families; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
such a distinguished public servant, Frank Proto, for his years of
distinguished service as a member of the Tompkins County Legislature
serving Caroline and Danby from 1985-2013; and
WHEREAS, Since 1985, Frank Proto has served on the legislature, and
was vice chairman of the board of representatives in 1986 and 1987; and
WHEREAS, Throughout his service as chairman of the rural affairs
committee as well as other committees, Frank Proto provided oversight
for the new Tompkins County airport, promoted public library reading
rooms for smaller municipalities, and built a stronger understanding of
rural communities; he also helped frame the farmland protection plan;
and
WHEREAS, Frank Proto served for many years as chairman of both the
health and human services committee and the solid waste committee during
the years when its programs were re-evaluated; during this time, the
landfill was closed, and new, innovative programs were successfully
developed to reduce the waste stream and fiscal and environmental costs
to the taxpayers; and
WHEREAS, He has served on the boards of many local organizations, some
of which include: Hospicare, BOCES, Cayuga Medical Center, both Tompkins
County Public Library and Board of Health, and the Brooktondale Fire
District Board of Fire Commissioners; and
WHEREAS, Today, Frank Proto continues his work for the community as a
member of the boards of Tompkins Consolidated Area Transit (TCAT), the
Tompkins County Soil and Water Conservation District, the Slaterville
Ambulance, Inc., and chairman of the water resources council; and
WHEREAS, In the course of the evolving development of the Empire
State, there have emerged certain public servants of truly magnanimous
conduct and bearing; we call these individuals "distinguished citizens"
of the State of New York; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Frank Proto for his years of distinguished service as a member
of the Tompkins County Legislature serving Caroline and Danby from
1985-2013; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Frank Proto.
