LEGISLATIVE RESOLUTION honoring Lisbeth Shibley upon the occasion of her
designation for special recognition by the Manhasset Board of Education
on January 9, 2014
WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Lisbeth Shibley upon the occasion of her designation for special recog-
nition by the Manhasset Board of Education on Thursday, January 9, 2014;
and
WHEREAS, Lisbeth Shibley is a volunteer, President and Executive
Director of the Manhasset Community Action Coalition Against Substance
Abuse (CASA); since 1999, she has been an advocate for the safety and
well-being of the children within the community with a special focus
towards the prevention of substance abuse among children and teens; and
WHEREAS, In addition to youth and parent education, Lisbeth Shibley's
past efforts include implementing social marketing campaigns with state
and national substance abuse prevention organizations to address under-
age drinking rates, and to educate the community on the dangers and
availability of prescription drugs in the home; and
WHEREAS, Throughout her tenure, Lisbeth Shibley has partnered with the
Town of North Hempstead and the Nassau County Police Department to host
annual Pharmaceutical Take Back events which remove more than 1300
pounds of pharmaceuticals from the hands of teens in the Manhasset
Community; and
WHEREAS, Furthermore, Lisbeth Shibley collaborated with the Town of
North Hempstead and local experts to develop "Prevention Through
Connection", a television parent-education program; she has also spear-
headed outstanding parent and youth programs, and was instrumental in
institutionalizing Red Ribbon and Health and Wellness Weeks; and
WHEREAS, The proud recipient of numerous awards and accolades, Lisbeth
Shibley was recognized at the 2011 National Family Partnerships Awards
Dinner in Washington D.C. for her efforts in CASA's Lock Your Meds Be
Aware Don't Share Campaign; and
WHEREAS, In 2012, Lisbeth Shibley was added to the May W. Newburger
Women's Roll of Honor, in recognition of her work in Manhasset and the
Town of North Hempstead; and
WHEREAS, Under the luminous direction of Lisbeth Shibley, Manhasset
CASA was awarded two Drug Free Communities Support Grants to reduce
substance abuse in the community; in coordination with its Drug Free
Communities Support Program, underage drinking declined in Manhasset by
13% for grades 8, 10 and 12; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Lisbeth Shibley has displayed
throughout her life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Lisbeth Shibley upon the occasion of her designation for special
recognition by the Manhasset Board of Education on January 9, 2014; and
be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Lisbeth Shibley.
