LEGISLATIVE RESOLUTION honoring Ralph C. Stacey posthumously upon the
occasion of his designation as recipient of a Liberty Medal, the highest
honor bestowed upon an individual by the New York State Senate

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, This Legislative Body is justly proud to honor Ralph C.
Stacey posthumously upon the occasion of his designation as recipient of
a Liberty Medal, the highest honor bestowed upon an individual by the
New York State Senate; and
WHEREAS, The New York State Senate Liberty Medal was established by a
resolution in 2014 and is awarded to individuals who have merited
special commendation for exceptional, heroic, or humanitarian acts on
behalf of their fellow New Yorkers; and
WHEREAS, Prior to his service in World War II, Ralph C. Stacey volun-
teered with the Civil Defense Corporation, where amongst other duties,
he contributed as a spotter for air raids in the towers of the Saratoga
Springs Armory; and
WHEREAS, Ralph C. Stacey served his country as a member of the United
States Army from November of 1945 to May of 1947 at Fort Dix, New
Jersey, where he was a Clerk Typist and Administrative NCO; he also
supervised and directed the work of two administrative sections, and was
involved in thousands of soldiers being processed in and out of Fort Dix
New Jersey; and
WHEREAS, During his service, Ralph C. Stacey's brave efforts earned
him the auspicious WWII Victory Medal, as well as the Meritorious Unit
Plaque; and
WHEREAS, Upon separation from service, Ralph C. Stacey rendered faith-
ful, conscientious and valuable service to Tarrant Manufacturing for 38
years, retiring as Purchasing Manager; and
WHEREAS, During his tenure with Tarrant Manufacturing, Ralph C. Stacey
delivered equipment to Worlds Fairs, and demonstrated the "City Slicker"
truck mounted vacuum cleaner at the New York City Parade honoring the
first Man on the Moon; he also holds the United States Patent for a
flexible hose joint which is still used today on Tarrant's Leaf Vacuum;
and
WHEREAS, In addition to his commitment with Tarrant Manufacturing,
Ralph C. Stacey contributed his time and talents to countless civic and
charitable endeavors, including Boy Scouts of America Troop 10 as
Assistant Scout Master, the Racing City Chorus as President, and the
Northeast District as Vice President; and
WHEREAS, A life member of the American Legion, Ralph C. Stacey was a
member of the SHS Booster Club for 20 years, and the first Sports Hall
of Fame Committee, into which he inducted 13 local Olympians and
athletes from the Saratoga, New York, area; he also is the founding
member of the Stacey Family Youth Foundation; and
WHEREAS, He served as Secretary to both the Rising Sun Masonic Lodge
No. 103, and Maple Ave No. 4 Volunteer Fire Department, where he was
involved in the building of the first Tank Truck for the department; and
WHEREAS, Supervisor of the Town of Greenfield from 1990 to 1994, Ralph
C. Stacey, along with the Town Board, helped develop the Porter Corners

Baseball Park, the Middle Grove Town Park, and the present Community
Center; he also spearheaded the efforts to move and erect the D&H
Caboose on Route 9N; and
WHEREAS, Individuals such as Ralph C. Stacey who are devoted to
improving the quality of life for others, enabling them to build lives
of dignity and self-worth are deserving of the highest praise and recog-
nition; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Ralph C. Stacey posthumously upon the occasion of his designation
as recipient of a Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Ralph C. Stacey.
