LEGISLATIVE RESOLUTION honoring Carmel Patrick upon the occasion of her
designation as recipient of the 2014 Capital District YMCA President's
Award on April 22, 2014

WHEREAS, The State of New York takes great pride in acknowledging
esteemed citizens of the State who have distinguished themselves in
their community; and
WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Carmel Patrick has given not only of her time and energies
but also of her competence, intelligence and leadership and consequently
has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Carmel Patrick
upon the occasion of her designation as recipient of the 2014 Capital
District YMCA President's Award, to be celebrated at its Annual Presi-
dent's Award Dinner on Tuesday, April 22, 2014, at the Albany Marriott;
and
WHEREAS, Executive Director of Development at Schenectady County
Community College (SCCC), Carmel Patrick has more than 30 years of expe-
rience in higher education, fundraising, grant writing, community devel-
opment, and marketing; and
WHEREAS, Throughout her tenure, Carmel Patrick has been instrumental
in the establishment of 37 new scholarship funds; she initiated the
School of Music campaign in 2012 and actively sought new private founda-
tion funding and was subsequently awarded numerous grants; and
WHEREAS, Carmel Patrick holds a Bachelor's degree in Marketing from
New York University, as well as a Master's degree in Educational Admin-
istration and Policy Studies from the State University of New York; and
WHEREAS, Prior to her role at SCCC, Carmel Patrick served as the Chief
Development and Public Relations professional for the Schenectady Museum
& Suits-Bueche Planetarium, Senior Services of Albany, and the AIDS
Council of Northeastern New York; she also served as Director of Train-
ing and Events, as well as Director of Volunteer Development for United
Way of Northeastern New York; and
WHEREAS, Carmel Patrick has been called upon to contribute her time
and talents to countless civic and charitable endeavors and has always
given of herself unstintingly; and
WHEREAS, A member of Women in Development and the Association of
Fundraising Professionals, Carmel Patrick serves on the Council for
Resource Development Resource Papers Editorial Committee; and
WHEREAS, Active within her community, Carmel Patrick is a member of
the Rotary Club of Schenectady, and currently serves as its President-E-
lect; she was named a Paul Harris Fellow in 2013 by the Rotary Club of
Schenectady, which also recognized her as Rotarian of the Year in 2011;
and
WHEREAS, In addition, she is a Past Member and Past Chairperson of the
Troy YMCA Board of Directors, and has served on the Steering Committee
for the CDYMCA's Black and Latino Achievers Program since its inception;
and
WHEREAS, A member of the YMCA of Northeastern New York's Nominating
Committee and the planning committee for the Women Against MS Annual
Luncheon, Carmel Patrick is a former Co-Chair for the Chamber's Tech
Valley Non-Profit Business Council's Program Committee; she graduated
from the Chamber's Capital Leadership program in 1997, and previously
volunteered on its steering committee; and

WHEREAS, Carmel Patrick is a frequent guest speaker on management
topics and lectures on community services and career development at
local schools and colleges; in 2006, she was recognized as an Adult
Achiever by the Capital District YMCA for her volunteer leadership with
its Black and Latino Achievers Program; and
WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Carmel Patrick has stood constant in
dignity, good grace and humor; and
WHEREAS, With her throughout have been her husband, William B.
Patrick, and two step-sons, Tarin and Caleb, all of whom feel privileged
to be a part of her life and rejoice in her achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Carmel Patrick has displayed
throughout her life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Carmel Patrick upon the occasion of her designation as recipient
of the 2014 Capital District YMCA President's Award on April 22, 2014;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Carmel Patrick.
