LEGISLATIVE RESOLUTION commending Steve Winter upon the occasion of his
designation as recipient of the Leadership in Education Award by SUNY
Orange Foundation

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Steve Winter has given not only of his time and energies but
also of his competence, intelligence and leadership and consequently has
been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to commend Steve Winter
upon the occasion of his designation as recipient of the Leadership in
Education Award by SUNY Orange Foundation; he will be celebrated at the
foundation's 8th Annual Leadership Awards Ceremony, featuring The Spirit
of Entrepreneurship, on Thursday, April 10, 2014, on the SUNY Orange
Newburgh, New York, campus; and
WHEREAS, Steve Winter, who is nearing the completion of his 51st year
as a full-time faculty member at Orange County Community College (SUNY
Orange), is the College's longest tenured faculty member in a full-time
role; throughout his illustrious tenure, he has been a leader and
visionary in implementing innovative programs designed with student
learning in mind; and
WHEREAS, Steve Winter served as chair of the Business Department for
24 years where, under his astute guidance, the department developed
programs and partnerships that not only enhanced student opportunities,
but shaped the entire institution; he oversaw the creation of the Asso-
ciate in Science degree program in business administration, as well as
the Associate in Applied Science degree in marketing; in 1982, he recom-
mended the establishment of the IBIG management institute, a precursor
to Continuing and Professional Education, and SUNY Orange was the first
community college in the nation to plan and co-sponsor a business insti-
tute with local chambers of commerce; and
WHEREAS, Steve Winter has led his colleagues in the adoption of
distance learning, and was one of the first faculty members at SUNY
Orange to use videos, created with green screen technology, in class-
rooms and online; and
WHEREAS, Steve Winter's prowess as a leader in higher education has
garnered widespread recognition; in 2008 he received the SUNY
Chancellor's Award for Excellence in Teaching, the SUNY Orange Presi-
dent's Excellence in Teaching Award, and the Association of Collegiate
Business Schools and Programs' Excellence in Teaching Award for the
Northeast Region; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Steve Winter has stood constant in
dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Steve Winter has displayed through-
out his life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Steve Winter upon the occasion of his designation as recipient
of the Leadership in Education Award by SUNY Orange Foundation; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Steve Winter.
