LEGISLATIVE RESOLUTION honoring Florence E. Jackson-Frazier upon the
occasion of her designation as recipient of the 2014 Excellence in
Community Service Award by the University at Albany Alumni Association

WHEREAS, The State of New York takes great pride in acknowledging its
esteemed residents who have distinguished themselves in their profession
and in their community; and
WHEREAS, It is the sense of this Legislative Body to recognize and
commend the efforts of citizens of the State of New York who organize
themselves for the purpose of improving and enhancing the quality of
life in their communities; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Florence E. Jackson-Frazier upon the occasion of her designation as
recipient of the 2014 Excellence in Community Service Award by the
University at Albany Alumni Association, to be celebrated at its Annual
Gala on Saturday, May 3, 2014, at the Hilton Garden Inn in Troy, New
York; and
WHEREAS, This prestigious honor is bestowed upon alumna Florence E.
Jackson-Frazier who is long recognized for her advocacy on behalf of
children and families; and
WHEREAS, Born in Huntington Station, New York, Florence E. Jackson-
Frazier began her career in civil service after relocating to Albany,
New York, in 1943 at the age of 19; here, she raised a family and
pursued studies part time, earning a bachelor's degree from Siena
College; and
WHEREAS, In 1972, Florence E. Jackson-Frazier received a Master of
Social Work degree from Rockefeller College, now known as the School of
Social Welfare, at the University at Albany; and
WHEREAS, As both a community leader and social worker, Florence E.
Jackson-Frazier has championed the rights of the disenfranchised and the
disadvantaged; and
WHEREAS, During her capacity as an employee of the New York State
Department of Mental Health, she helped to establish the Capital
District Psychiatric Center; and
WHEREAS, Florence E. Jackson-Frazier's work with numerous foster-care
agencies in the region has aided children whose family situations
required they be placed in caring, nurturing homes; and
WHEREAS, A member of an ad-hoc committee of the Council of Community
Services, Florence E. Jackson-Frazier's involvement resulted in the
creation of the Urban League of the Albany Area and, subsequently, the
founding of the league's Street Academy, an alternative high school for
youth with academic and behavioral challenges; and
WHEREAS, A leader in her community, Florence E. Jackson-Frazier has
served as president of the Albany District Links, Inc., and the M.C.
Lawton Civic and Cultural Club, known nationally as providers of civic
and cultural support to children, families, communities and organiza-
tions; and
WHEREAS, Furthermore, Florence E. Jackson-Frazier is known for her
work with the Legal Aid Society, the Visiting Nurses Association, the
Albany City Human Rights Commission, the Albany Dispute Mediation
Program, the Arbor Hill Community Center, and numerous other community
organizations; and
WHEREAS, Florence E. Jackson-Frazier was recognized by the School of
Social Welfare for her legendary community-building work, and her
historic civil-rights and social-work leadership throughout the entire
region; in 2011, she was honored once again by the School of Social

Welfare for her establishment of the Florence Frazier Graduate Scholar-
ship Fund; the scholarship advances the education, clinical skills and
career aspirations of African-American students pursuing a master's
degree in social work; and
WHEREAS, Florence E. Jackson-Frazier was instrumental in building
several civil-rights organizations including the Urban League, and the
Whitney M. Young Health Center; her work has served as an example to the
many students she has supervised in field placements; and
WHEREAS, Florence E. Jackson-Frazier has provided exemplary leadership
and is a model of community service; her active and deep-rooted commit-
ment to others has earned her many special awards and recognitions
including, among others, two Civil Service Merit awards, the National
Association of Colored Women's Club's Community Service Award, the
Distinguished Alumni Award from the School of Social Welfare, and the
New York State Martin Luther King Humanitarian Award; and
WHEREAS, It is the custom of this Legislative Body to call attention
to individuals such as Florence E. Jackson-Frazier who serve to bring
people together for the united purpose of actively pursuing improvements
in their communities; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Florence E. Jackson-Frazier upon the occasion of her designation
as recipient of the 2014 Excellence in Community Service Award from the
University at Albany Alumni Association; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Florence E. Jackson-Frazier.
