LEGISLATIVE RESOLUTION honoring Kimberly Lyons upon the occasion of her
designation as recipient of the Young Alumna in Public Administration
and Policy Award by the Rockefeller College of Public Affairs & Policy

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Kimberly Lyons has given not only of her time and energies
but also of her competence, intelligence and leadership and consequently
has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Kimberly Lyons
upon the occasion of her designation as recipient of the Young Alumna in
Public Administration and Policy Award by the Rockefeller College of
Public Affairs & Policy, to be celebrated at its 2014 Alumni Dinner and
Awards Ceremony on Friday, May 16, 2014, at the New York State Museum,
Albany, New York; and
WHEREAS, Each year, Rockefeller College of Public Affairs & Policy
honors individuals such as Kimberly Lyons, for their outstanding
contributions in the areas of political science, public administration,
leadership, and continuing professional development; and
WHEREAS, Kimberly Lyons is an Assistant Vice President/Analyst with
Moody's Investor Service where she serves as the lead rating analyst for
a number of state governments including Georgia, Minnesota, Pennsylvania
and Wisconsin; and
WHEREAS, A 2002 graduate of the University of Albany, Kimberly Lyons
holds a Bachelor's degree in Sociology; she also earned a Master's
degree in Public Administration from the University of Albany Rockefel-
ler College of Public Affairs and Policy in 2004; and
WHEREAS, Working in the field of municipal credit analysis for almost
a decade, Kimberly Lyons began her illustrious career in bond insurance
at Financial Guaranty Insurance Company; she currently serves as co-pre-
sident of Northeast Women in Public Finance, which provides mentoring,
career development, as well as educational and networking opportunities
for women in the public finance industry; and
WHEREAS, In addition, she is a founding member of Moody's Multicul-
tural Employee Group, an affinity group that comprises many ethnicities
within the company, and whose mission is to explore and celebrate the
diverse cultures within the organization; and
WHEREAS, In 2013, Kimberly Lyons was honored with the 40 under Forty
Achievement Award by The Network Journal; the award recognizes young
African-Americans who have proven to be exceptional performers in their
industry and committed contributors to the development of their communi-
ty; and
WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Kimberly Lyons has stood constant in
dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Kimberly Lyons has displayed
throughout her life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Kimberly Lyons upon the occasion of her designation as recipient
of the Young Alumna in Public Administration and Policy Award by the
Rockefeller College of Public Affairs & Policy; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Kimberly Lyons.
