LEGISLATIVE RESOLUTION honoring Elaine Giguere upon the occasion of her
designation as recipient of the 2014 Distinguished Service Award by the
Sullivan County Chamber of Commerce

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, It is the sense of this Legislative Body to recognize that
the quality and character of life in the communities across New York
State are reflective of the concerned and dedicated efforts of those
organizations and individuals who would devote themselves to the welfare
of the community and its citizenry; and
WHEREAS, Attendant to such concern and fully in accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Elaine Giguere upon the occasion of her designation as recipient of the
2014 Distinguished Service Award by the Sullivan County Chamber of
Commerce; this auspicious occasion was celebrated at the Chamber's 23rd
Annual Pride Awards Gala on Sunday, May 4, 2014, at the Villa Roma
Resort, Callicoon, New York; and
WHEREAS, The Sullivan County Chamber of Commerce is dedicated to
bringing together the business and professional interests of Sullivan
County, helping companies accomplish collectively what they cannot
achieve on their own; the organization is focused on the growth and
retention of its member businesses, serving as a point of contact and
center of information, facilitation and exchange; and
WHEREAS, Each year, the Sullivan County Chamber of Commerce recognizes
certain individuals who have made outstanding contributions to the
community, to the goals of the Chamber, and to the quality of life in
Sullivan County; and
WHEREAS, Elaine Giguere has given not only of her time and energies
but also of her competence, intelligence and leadership and consequently
has been designated for special honor; and
WHEREAS, As Executive Director of the Delaware Valley Arts Alliance
(DVAA), Elaine Giguere is dedicated to advancing the cultural life of
the region through support and encouragement of artistic programs,
public advocacy, and artistic business and government partnerships; and
WHEREAS, Since 1976, this esteemed woman has been a part of DVAA's
evolution from a handful of people on the Tusten Bicentennial Committee,
to an effective non-profit organization with its own building and a
renovated movie theater; and
WHEREAS, DVAA features exhibits from hundreds of different artists and
holds a number of festivals for the community each year, including the
renowned Big Eddy Film Festival, which showcases the newest and best
independent films from around the world; and
WHEREAS, Elaine Giguere's efforts are also vital in presenting the
annual DVAA Riverfest, a celebration of music, art, and the environment,
highlighting the work of local artists and the spirit of the Delaware
River Valley; and
WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Elaine Giguere has stood constant in
dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which this esteemed woman has displayed
throughout her life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Elaine Giguere upon the occasion of her designation as recipient

of the 2014 Distinguished Service Award by the Sullivan County Chamber
of Commerce; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Elaine Giguere.
