LEGISLATIVE RESOLUTION honoring Jacques M. Leandre, Esquire upon the
occasion of his designation as 2014 Grand Marshall of the Rosedale Civic
Association Memorial Day Parade

WHEREAS, It is the sense of this Legislative Body to recognize and pay
tribute to those distinguished citizens who devote their time and ener-
gies to the service of their community and profession, participating in
civic affairs and enhancing the character and quality of life for all
citizens; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Jacques M. Leandre, Esquire upon the occasion of his designation as 2014
Grand Marshall of the Rosedale Civic Association Memorial Day Parade;
and
WHEREAS, Jacques M. Leandre, Esquire is the son of parents who
migrated to the United States from Haiti in the early 1970s; watching
his mother and father take principal positions with their union to
fight, and sometimes strike, for workplace fairness gave him a profound
appreciation for working families who labor hard and long just to
subsist; and
WHEREAS, These experiences molded Jacques M. Leandre, Esquire as he
matriculated through Morehouse College in Atlanta, Georgia, where he
earned a Bachelor of Arts degree in finance, and later earning a Juris
Doctor degree from the CUNY School of Law at Queens College; and
WHEREAS, As a law student, Jacques M. Leandre, Esquire sacrificed his
winter recess breaks to work for the Greater Miami Legal Services'
Haitian Asylum Project, and the Center for Constitutional Rights Illegal
Redistricting Project in Greenwood, Mississippi; while interning for the
Greater Miami Legal Services, he assisted Haitian immigrants overcome
the disparate policies that unfairly targeted Haitian asylum seekers;
and
WHEREAS, Upon graduating from law school in 1997, Jacques M. Leandre,
Esquire began his legal career in the criminal law field with the New
York City Department of Correction; in his capacity as a Legal Coordina-
tor, he assisted adult and adolescent detainees with legal research,
trial preparation, post-conviction appeals, and Habeas Corpus filing;
and
WHEREAS, In 1999, Jacques M. Leandre, Esquire shifted his practice to
civil law, and accepted employment at MFY Legal Services where he coor-
dinated the New Starts Initiative project, whose primary purpose was to
assist low-income women with legal issues while transitioning from
welfare to self-sufficiency; thereafter, he was recruited by Travelers
Insurance Company to lead its Trial Litigation department; and
WHEREAS, Recently, Jacques M. Leandre, Esquire opened his own practice
with a primary focus on employment discrimination, personal injury,
foreclosure prevention and wills and estates; and
WHEREAS, Even in light of his demanding professional career, Jacques
M. Leandre, Esquire remains committed to his community and serves on
the Board of several civic organizations; and
WHEREAS, In 2012, Jacques M. Leandre, Esquire was the recipient of the
Citizen of the Year Award by The Nu Omicron Chapter of Omega Psi Phi
Fraternity, Inc. for his work with the Rosedale Jets Youth Football
organization; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Jacques M. Leandre, Esquire has
stood constant in dignity, good grace and humor; and

WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Jacques M. Leandre, Esquire has
displayed throughout his life; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the well-being and vitality of their profession and community,
and have shown a long and sustained commitment to excellence, certainly
have earned the recognition and applause of all citizens of this great
Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Jacques M. Leandre, Esquire upon the occasion of his designation
as 2014 Grand Marshall of the Rosedale Civic Association Memorial Day
Parade; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Jacques M. Leandre, Esquire.
