LEGISLATIVE RESOLUTION commemorating the 20th Anniversary of Horizons at
Harley, Rochester, New York

WHEREAS, It is the sense of this Legislative Body to recognize and pay
tribute to those organizations which are committed to enhancing the
quality of education in the State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commem-
orate the 20th Anniversary of Horizons at Harley, Rochester, New York;
and
WHEREAS, The Horizons Student Enrichment Program at The Harley School,
now beginning its 20th year of successful operation, has been serving
low-income, City of Rochester students in Kindergarten through 8th grade
since 1995; and
WHEREAS, The program, an affiliate of the Horizons National summer
learning program, is one of the oldest in the country; the six-week
summer program employs an experiential model of teaching that is focused
on reading, writing and math; and
WHEREAS, The hands-on, project-based curriculum successfully counter-
acts the negative effects of summer learning loss and the associated
achievement gap; students not only improve academically, but learn to
swim and participate in a breadth of activities that foster creativity,
confidence, citizenship and good health; and
WHEREAS, Students who enter Horizons at Harley with below grade level
reading skills gain an average of one to three months of reading skills
during the six week Horizons summer session; and
WHEREAS, Ninety percent of students who graduate from Horizons at
Harley go on to graduate from high school on time and enroll in higher
education; and
WHEREAS, Horizons at Harley offers a rich array of academic, cultural
and recreational activities designed to help low-income students realize
their full potential; and
WHEREAS, After graduating from the program, many Horizons at Harley
students return as teacher's assistants during the summer session to
work with the current students; and
WHEREAS, In partnership with the Harley School, several key people and
institutions have played a major role in initiating and sustaining the
Horizons at Harley program, including but not limited to: Joseph and
Nancy Briggs, William Burleigh, Cynthia Marshall, the Marie C. and
Joseph C. Wilson Foundation, and the Rochester City School District; and
WHEREAS, This Legislative Body is very pleased to have this opportu-
nity to salute Horizons at Harley for its long history of purposeful
endeavor which has greatly benefited the Rochester community, and to
wish this worthy organization continued success in future years; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the 20th Anniversary of Horizons at Harley, Rochester, New
York; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Horizons at Harley, Rochester, New York.
