LEGISLATIVE RESOLUTION honoring Luc Stephen upon the occasion of his
designation for special recognition by the King of Kings Foundation Inc.
on June 7, 2014

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Luc Stephen has given not only of his time and energies but
also of his competence, intelligence and leadership and consequently has
been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Luc Stephen
upon the occasion of his designation for special recognition by the King
of Kings Foundation Inc., to be celebrated at its Black Tie Awards Gala
on Saturday, June 7, 2014; and
WHEREAS, Luc Stephen is founder and CEO of Second Chance Enterprises,
a company that manages, develops, and invests in small businesses within
the local community; in addition, the company provides employment oppor-
tunities to those struggling to find employment due to their past choic-
es; and
WHEREAS, After spending many years on the opposite side of the spec-
trum, Luc Stephen turned his life around and now creates opportunities
to help others in his community; and
WHEREAS, Living the true meaning of second chances, Luc Stephen has
shown through his efforts and determination that you do not need to be
defined by the mistakes of your past; and
WHEREAS, Today, Luc Stephen is an investor/owner of two restaurants, A
Plate of Soul in Jamaica, Queens, and Stir it Up in Atlanta; he is also
a personal trainer, and manages a special events/promotion company which
hosts a monthly Comedy Classics show in Jamaica, Queens; and
WHEREAS, Luc Stephen has been called upon to contribute his time and
talents to countless civic and charitable endeavors and has always given
of himself unstintingly; and
WHEREAS, Highly motivated by his love for his community, Luc Stephen
contributes often to annual holiday toy drives, Thanksgiving dinners,
youth basketball tournaments, and gang prevention efforts; and
WHEREAS, With him throughout have been his wife and his four children,
all of whom feel privileged to be a part of his life and rejoice in his
achievements; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Luc Stephen has stood constant in
dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Luc Stephen has displayed throughout
his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Luc Stephen upon the occasion of his designation for special
recognition by the King of Kings Foundation Inc. on June 7, 2014; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Luc Stephen.
