LEGISLATIVE RESOLUTION commemorating the 37th Anniversary of New York
Therapeutic Communities, Inc., to be celebrated on June 6, 2014, and
commending its Stay'n Out, Serendipity, and Outpatient Programs
WHEREAS, It is the sense of this Legislative Body to commend those
illustrious organizations of the State of New York whose focus and
intent make a substantial impact on the quality of life in their commu-
nities; and
WHEREAS, Attendant to such concern and fully in accord with its long-
standing traditions, it is the intent of this Legislative Body to
commemorate the 37th Anniversary of New York Therapeutic Communities,
Inc., to be celebrated on Friday, June 6, 2014, and to commend its
Stay'n Out, Serendipity, and Outpatient Programs; and
WHEREAS, This auspicious occasion will be celebrated at a ceremony and
reception, to be held at the Cathedral Church of Saint John the Divine
in Manhattan; and
WHEREAS, New York Therapeutic Communities, Inc. is a not-for-profit
organization with 37 years of experience providing substance abuse
treatment to adults in the criminal justice system; it operates in-pri-
son and community-based programs utilizing a therapeutic community (TC)
model; and
WHEREAS, Its mission is to help participants effect changes in behav-
ior and attitude that will enable them to make choices appropriate to a
healthy, positive lifestyle; since its inception in 1977, New York Ther-
apeutic Communities, Inc. has successfully treated thousands of men and
women, helping them to lead productive lives, free of involvement with
drugs and crime; and
WHEREAS, A pioneer in the adaptation of TC chemical dependency treat-
ment methods to the prison setting, New York Therapeutic Communities,
Inc. has helped train corrections personnel in 38 states and eight other
countries, and has promoted the implementation of in-prison TC's around
the world; and
WHEREAS, New York Therapeutic Communities, Inc. offers substance abuse
treatment for male and female criminal justice clients with a continuum
of services that enable their successful re-integration into society;
the two in-prison Stay'n Out units in New York State prisons provide
treatment to persons in preparation for their release; and
WHEREAS, The Serendipity programs in Brooklyn offer community-based
residential treatment and an alternative-to-incarceration; and its
Probation Ambulatory Programs provide out-patient treatment to high-risk
probationers in New York City; and
WHEREAS, Based upon personal responsibility, self-help, and mutual
care, the in-prison Stay'n Out programs have a proven success rate for
those completing all phases of the treatment regime; and
WHEREAS, In addition to its successful programs, New York Therapeutic
Communities, Inc. continues to advocate for criminal justice reform on
the state and national levels in the vital arenas of alternatives-to-in-
carceration and prisoner re-entry back into society; and
WHEREAS, President and founder, Ronald Williams, himself a product of
therapeutic communities, also co-founded Phoenix House and developed the
Su Casa program for the Lower Eastside Service Center; he has worked in
the field for more than 40 years; and
WHEREAS, New York Therapeutic Communities, Inc. has contributed
significantly to improving the lives of those it serves, and their fami-
lies, and may be justly proud of its programs and accomplishments, as
well as the model it represents for other programs and agencies through-
out New York City, New York State, and the nation; and
WHEREAS, The success of New York Therapeutic Communities, Inc. is in
direct correlation to the efforts of its administration and staff, whose
involvement is, and always has been, characterized by an impressive
commitment, an unbridled enthusiasm, and an uncompromising standard of
excellence in all endeavors on behalf of the agency and the population
it serves; and
WHEREAS, As it celebrates its 37th Anniversary of service, this Legis-
lative Body is pleased to have the opportunity to applaud all those
associated with New York Therapeutic Communities, Inc. over the years
for their dedication to addressing problems of significant societal
concern; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the 37th Anniversary of New York Therapeutic Communities,
Inc., to be celebrated on June 6, 2014, and to commend its Stay'n Out,
Serendipity, and Outpatient Programs; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to New York Therapeutic Communities, Inc.
