LEGISLATIVE RESOLUTION honoring Virginia Waters and Joe Enright upon the
occasion of their designation as recipients of the Neighborhood Service
Award by the Flatbush Development Corporation

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Virginia Waters and Joe Enright have given not only of their
time and energies but also of their competence, intelligence and leader-
ship and consequently have been designated for special recognition; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Virginia Waters and Joe Enright upon the occasion of their designation
as recipients of the Neighborhood Service Award by the Flatbush Develop-
ment Corporation which was celebrated at its 39th Annual Awards Benefit
on Thursday, May 8, 2014, at Gargiulo's Restaurant in Coney Island,
Brooklyn, New York; and
WHEREAS, The Flatbush Development Corporation's mission is to enhance
the quality of life for all segments of the Flatbush community; it iden-
tifies and responds to neighborhood needs and concerns, proactively
creating programs and campaigns that work towards a healthy, safe and
vibrant community; its economic development, housing, youth, and immi-
gration programs serve the exceptionally diverse needs of its community;
and
WHEREAS, Twenty-five years ago, Virginia Waters and Joe Enright moved
to West Midwood from Park Slope soon after their marriage, and raised
their son James there; and
WHEREAS, For the past 30 years, Virginia Waters has been an attorney
with the New York City Law Department, litigating land use matters; her
work includes major Landmark Preservation cases, such as preserving the
Broadway theaters, the Four Seasons restaurant, and other notable City
landmarks; and
WHEREAS, In addition, Virginia Waters shares her love of books with
the Argyle Road book club which has been meeting for a dozen years; and
WHEREAS, Since 1997, Virginia Waters has managed the Annual West
Midwood Halloween Parade; despite the anthrax fears following September
11, and the damage caused by Hurricane Sandy, she has successfully
insisted that the parade must go on due to the many local children who
look forward to it; today, the parade attracts over 500 trick-or-treat-
ers to West Midwood from all over Victorian Flatbush; and
WHEREAS, Joe Enright has a doctorate in criminal justice, and recently
retired from the Federal Bureau of Investigation after a 40 year career
in law enforcement; and
WHEREAS, For the past 12 years, Joe Enright has contributed a regular
column to the West Midwood Newsletter; in his column, he suggests that
the neighborhood should change its name to either Argyle Heights, or
Wuthering Westminster, or Rugby Ridge since insinuating elevation into
the name would mean a significant increase in property values; and
WHEREAS, In 2008, Joe Enright created the West Midwood Online
discussion group which has fostered greater communication among resi-
dents, allowing for quick, timely warnings about crime, as well as help-
ful advice on contractors, or what to do when you find a family of
squirrels have taken over your attic; and
WHEREAS, Virginia Waters and Joe Enright have been called upon to
contribute their time and talents to countless civic and charitable
endeavors and have always given of themselves unstintingly; and

WHEREAS, Throughout the entire period of their community service, a
period of constructive involvement, Virginia Waters and Joe Enright have
stood constant in dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by individuals
for the benefit of others which Virginia Waters and Joe Enright have
displayed throughout their life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Virginia Waters and Joe Enright upon the occasion of their desig-
nation as recipients of the Neighborhood Service Award by the Flatbush
Development Corporation; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to Virginia Waters and Joe Enright.
