LEGISLATIVE RESOLUTION honoring Frank Chiffy upon the occasion of his
induction into the Greater Utica Sports Hall of Fame on June 8, 2014
WHEREAS, It is the sense of this Legislative Body to pay tribute to
outstanding athletes who have distinguished themselves through their
exceptional performance, attaining unprecedented success and the highest
level of personal achievement; and
WHEREAS, Attendant to such concern and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Frank Chiffy upon the occasion of his induction into the Greater Utica
Sports Hall of Fame, to be celebrated on Sunday, June 8, 2014, at the
Radisson Hotel-Utica Centre, Utica, New York; and
WHEREAS, Frank Chiffy is a 1951 graduate of Thomas R. Proctor High
School, where he played football, ran track and was a gymnast; he later
competed for the Fort Gordon Army Diving Team, winning several gold and
silver medals in 3-meter diving; and
WHEREAS, In 1959, while working part-time at General Electric, Frank
Chiffy earned his Bachelor's degree in Physics; he received General
Electric's prestigious Key Man Award in 1961; and
WHEREAS, Frank Chiffy began his illustrious career with Rome Air
Development Center (RADC) in 1963, as a Research Scientist working on
high frequency, troposcatter communications, microwave radio, millimeter
radio, and fiber optics; he retired from this esteemed position after
three decades of dedicated service; and
WHEREAS, Founder of the Mohawk Valley Gymnastics Officials Association
in 1962, Frank Chiffy later became an Official with the Eastern Collegi-
ate Athletic Association, handling many major college meets, including
two NCAA Championships; and
WHEREAS, From 1969 until 1982, Frank Chiffy was the only Gymnastic
Official in Utica, Rome and the Mohawk Valley who was qualified to offi-
ciate Eastern Intercollegiate Men's Gymnastic Meets; and
WHEREAS, Furthermore, he was regarded as an expert on International
Gymnastic Federation Code of points used to officiate Gymnastic Competi-
tions at NCAA Tournaments, World Championships and Olympic Games; and
WHEREAS, In 1973, Frank Chiffy judged the Men's Gymnastics Tournament
at Temple University; he judged the 1976 NCAA Men's Gymnastics Tourna-
ment at Oregon State University, and qualified to officiate Men's
Gymnastic Olympic Games in 1977; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Frank Chiffy upon the occasion of his induction into the Greater
Utica Sports Hall of Fame on June 8, 2014; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Frank Chiffy.
