LEGISLATIVE RESOLUTION honoring James Osborne upon the occasion of his
designation as recipient of the Chapter 9 Athletic Administrators Award
by the New York State Athletic Administrators Association
WHEREAS, It is the sense of this Legislative Body to pay tribute to
outstanding coaches, athletes and athletic administrators who distin-
guish themselves through their exceptional performance, attaining
unprecedented success and the highest level of personal achievement; and
WHEREAS, Attendant to such concern, and fully in accord with its long-
standing traditions, it is the intent of this Legislative Body to honor
James Osborne upon the occasion of his designation as recipient of the
Chapter 9 Athletic Administrators Award by the New York State Athletic
Administrators Association (NYSAAA); this momentous occasion was cele-
brated at its Annual Director's Conference, March 12-14, 2014, at the
Saratoga Hilton & Conference Center, Saratoga Springs, New York; and
WHEREAS, James Osborne, affectionately known as Jim, has served as a
Teacher, Coach, Athletic Director and Orange-Ulster BOCES Interscholas-
tic Athletic Coordinator for a combined 37 years; and
WHEREAS, While teaching at John S. Burke Catholic School in his early
career, Jim Osborne coached soccer for 17 years; during this time his
teams compiled 233 wins, 74 losses and 11 ties in addition to winning
Conference, League, Section and NYSPHSAA Regional Championships; and
WHEREAS, Jim Osborne is currently the Coordinator of Interscholastic
Athletics for the Orange-Ulster BOCES; he will retire from this esteemed
position in August of 2014, after 20 years of dedicated service; and
WHEREAS, In 2004, the Mid-Hudson School Study Council honored Jim
Osborne with the Excellence in Administration Award for his dedication
to the betterment of young athletes and coaches in Section IX; he is
fair, committed and well-respected among his peers, working well with
officials, athletic directors and school superintendents to advance and
streamline the delivery of sports related services to the schools; and
WHEREAS, With a genuine passion and love for his job, Jim Osborne is
actively involved in Section IX athletics and currently serves as Treas-
urer and Secretary; his service in athletic administration has contrib-
uted to the work of the NYSAAA in Section IX; and
WHEREAS, The proud recipient of numerous awards and accolades, Jim
Osborne was selected as Coach of the Year in 1983 and 1990, and in 2006,
he was elected to the illustrious New York State Soccer Coaches Hall of
Fame; he also received the 2002 Distinguished Service Award, as well as
the 2013 NYSPHSAA Apple Award; and
WHEREAS, Active within his community, Jim Osborne has served on
several NYSPHSAA Committees and in 2012, he was appointed a NYSPHSAA
Association Officer; he is currently the 2nd Vice President of NYSPHSAA,
a position that gives him the honor and privilege to serve the student-
athletes and member schools of New York State; and
WHEREAS, With him throughout have been his loving wife of 35 years,
Marie, and their three beautiful daughters, Deidre, Carolyn and Erin,
all of whom feel privileged to be a part of his life and rejoice in his
achievements; and
WHEREAS, This Legislative Body is moved to honor Jim Osborne for his
extraordinary athletic administrative accomplishments which are a trib-
ute to his skill, dedication and commitment; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor James Osborne upon the occasion of his designation as recipient of
the Chapter 9 Athletic Administrators Award by the New York State
Athletic Administrators Association; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to James Osborne.
